How about both, let the invasion trigger the Phoenix. For instance let the x-men help in the defense and a "fatal wound" of the host sets her off.
Mess up peoples plans if they don't leave him be. For instance expose hydra so shield is too busy to bother him.
Hope this story doesn't get too comfy with diplomacy and keeps the action going instead (dead enemies are just much less of a headache longterm)
