Why sell devil fruit? Why not keep it for r&d , make perfect with no weakness, thus increase military strenght. You can give them to normal summons without powers for self defence. There is no 100% safe place, increasing their survivabilty sounds pretty smart to me

Thats what i mean, he needs to summon combat troops, could be 1-3 strong people. Cause i assume that the majority of your cannon fodder troops are locals
