Yes and no those are part of failsafes built in the Grail to ensure the ritual can't be compromised. Like for example summoning an Avenger servant. Home ground advantage boost everything on a Servant including their NP so It can cause Fu¢ky things other than being unfair advantage. The failsafes were fu¢ked with in the 3rd War and Angra's Corruption made It worse. The reason why every other servant but Kojirou were not Japanese is everyone used catalists. I can also argue that the reason Medea got a Japanese Servant is that she used the land of the temple to summon an Assasin and bound him to It.
Since he had essentially taken Uryuu Ryuunosuke's place, it was almost certain that his summoned Servant would belong to the Caster class.
