Hidden Mist restricts the Sharingan. Not the Byakugan that can see people's bones and chakra network. But I think it was just poorly done. Hypothetically speaking, only natural energy would have restrictions on haki (people's spirits). And even then it would be irrelevant to someone at the level of an Admiral. Unless of course the natural energy is manipulated at the level of Hashirama or the Six Paths, i guess.
