Rank 13 means you control more than one Universal law, and rank 14 means you can wield the power of 'the Creation.'

'The Creation' is infinite; its power is endless. All ever existed, and all that will ever exist is in 'the creation.'

There are already three rank 14 civilizations. Each one is powerful enough to wipe the entire endless space clean.

For example, 'the office,' one of the rank 14 forces, licenses all Universal laws and can revoke the licenses.

Even Rachel would be unable to use any of her many universal laws if 'the office' decides to revoke her licenses.

After all, Universal laws are based on Creation, so the only reason Rachel can use them is the token issued by 'the office.'

Fortunately, the office is neutral, not caring about anything she does.

But 'Trade' is different.

It is another rank 14 civilization, which serves as a marketplace between high-ranking civilizations. Its other functions include guaranteeing treaties. It stands witness to treaties to make sure both sides fulfill their terms.

Even rank 13 civilizations don't dare to violate treaties when 'Trade' is a witness to it.

'Trade' sells everything as long as the offered price is enough.

It sells to anyone except Rachel.

From its perspective, Rachel is disrupting the market. For this reason, it won't sell the required knowledge to Rachel, no matter how much she offers. Otherwise, she would have reached rank 14 long ago.

She has been negotiating with 'Alive,' the third rank 14 civilization.

It is the newest rank 14 civilization, and its main job is designing living creatures. They invented elves!

Luther, a boy who looked about 10 with black hair, black eyes, and a normal face, nodded.

After so many years, Rachel and Luther were almost the same person, thinking and planning the same.

Their relationship was impossible to understand by others; it was beyond romance, love, and friendship, even closer than the relationship between one and their Avatar.

After finalizing the deal, she received crucial information about 'the creation.'

With these, she can reach rank 14 in less than a trillion years!

Chapter 64: Coexist

The demon kings are now independent once again. The shared mind had stopped working many years ago.

It created a significant problem.

Without a shared mind, the many incarnations started to betray the main body!

There are 8 demon kings of Pride, all independent without a shared mind!

Can Pride tolerate sharing the glory with others?

As it turned out, the answer was a resounding no!

Almost immediately, they all started fighting!

A great battle started and terrorized hell!

Young demons were kind. They created small sanctuaries within the territories of demon kings to help homeless demons, many of whom were at rank 0, their homes destroyed in the endless battles of higher-ranked demons.

The reaction of demons to pure energy was remarkable.

Humans who use pure energy become emotionless, but demons react differently, becoming kind and benevolent.

Adrian left his small house and headed to the town hall meeting. It is the place where important matters are debated.

After a while, he reached the town hall and entered.

Many demons were already there, waiting for the representatives to arrive.

The city was divided into 10 districts, with demons from each district choosing one representative and the whole city choosing one, for a total of 11 representatives.

Everyone was allowed to vote.

Some demons were small, only a few centimeters when they reached adulthood, while others were huge, many meters tall. Some were strong, reaching rank 3, and some were weak, only rank 0, yet every vote mattered the same. Nobody had any objection to this.

The point of representatives is to make decisions that guarantee their survival. Is the life of a rank 3 demon more valuable than the life of a rank 0 demon?

Everybody thought the answer was no! Every life matters the same. Combined with the fact that demons can grow without any food, only by consuming pure energy, this created a peaceful and harmonious atmosphere in a land previously known as hell.

Soon, a few demons of all shapes appeared.

Nobody bowed, nobody stood up. Being a representative was not a big deal. Sure, it had power, but it didn't make them better than other demons.

The representative elected at large by the vote of the whole city cleared her throat and said loudly, "I declare this meeting official."

A few people came forward and started reporting.

"More than 5,000 homeless demons are coming from the territory of Envy #2. Most of them are rank 0 demons, and there are many injured," said a demon with two pairs of transparent wings.

One of the representatives proposed a bill for a vote. "I propose a bill that requires the defense unit to go and bring them here," said the representative, who had 10 eyes and was 3 meters tall.

Demons' body shape has remarkable diversity. One can find any look that they can think of.

With an 11-0 vote, it passed.

Everyone in the room, including Adrian, clapped.

Helping fellow demons is a duty!

Another demon, with one pair of wings and the face of a horse, came forward and reported, "A fight is going on in the neighboring city of Cold Hill. It might reach here."

Everyone began to panic.

Among young demons, the highest rank is 3, so if a fight happens, they can't survive!

Everyone began to talk.

"Quiet," said the chairwoman.

"We are careful, so don't worry! This city is located in the middle of two great mountains; we are protected from the aftermath of wars!" she said.

Everyone began to relax. But as if wanting to refute the chairwoman, the ground began to shake.

Everyone looked out of the window and felt terrified.

"It's rank 4 demons! Run!" shouted the chairwoman, and she herself started running toward the danger to distract them, paving the way for others to escape.

Adrian gritted his teeth. He wanted to help, but with his rank 0 strength, he was not even a paper in front of rank 4 demons. So, he ran.

After running for a few days, he reached the barrier.

It was a transparent wall with a red hue surrounding hell.

It was the barrier that separated the mage world from the outside. Adrian had no idea what was beyond it, but he had no plans to find out.

"Boom!" a loud explosion occurred. Many demons were instantly killed in that explosion.

"Boom!" Another explosion came much closer.

Seeing no other choice, Adrian ran toward the barrier. He had recently heard rumors that it was possible to cross it. He didn't believe it, but now, it was his only hope.

To his surprise, he managed to cross it successfully.

After a moment, a rank 4 demon arrived and tried to cross, but it was like he had hit a wall;

He gritted his teeth and returned.

Adrian knew he was only a burden to others, so he didn't even try to go and save them. He just sat and waited for others to arrive.

Lava territory was the land of Duke Wright.

It bordered hell.

Fortunately for them, the barrier stopped all demons from entering. However, some low-level demons recently managed to break through the barrier somehow.

Duke Wright, a powerful rank 2 mage, immediately requested reinforcements from other nobels.

Other nobles would also be affected if Lava territory became overrun with demons. Even though there are many mages, it's undoubtedly better to kill them before they can spread out.

Everyone had heard of the terrifying demons, so they all sent reinforcements. For this reason, the border was full of troops, ready to kill any demon trying to cross.

She planned to slowly integrate the demons with the rest of the population. Being this separated slows the progress of researching complete laws.

"Impossible! The demons will kill everyone, slaughtering children and women, destroying cities..." Rachel interrupted him.

"Hey, why are you placing women and children in the same sentence, like they are the same? Sexist!" she pretended to be offended.

In her last life, she was a woman.

As for what she is now, she sees herself as a woman, even though, technically, she is genderless.

Still, she saw far worse, 'being offended' was to take the initiative in the coming discussions.

She continued, "As for destroying cities, no, they are unlike what you've heard. Trust me," she said.

"What? First, Women and children are both helpless in the face of danger; that's why I single those two groups out. Second, you came out of nowhere and expect me to trust you?" asked the Duke with confusion.

"First, in the face of demons as they were in the past, men, women, and children make no difference; everyone is in danger. Second, saying women are helpless doesn't make it any less sexist. Third, no, I don't expect you to trust me, but I can give you benefits if you do as I told you," she said.

She spoke angrily, as if severely offended.

She created a rank 1 pill and gave it to Duke Wright.

"A rank 1 pill? I don't need it!" he said.

"I can give rank 2 pills as well, one every day," she proposed.

Duke closed his eyes.

He was tempted!

Rank 2 pills can significantly speed up his meditation.

He is already old, so he will die of old age without resources.

Using this analogy, a simple law of ship can affect almost everything. Of course, some things are not in line with the concept of being "shipped," like creation.

Molecules move through space and time, taking shapes of specific creatures; therefore, they are effectively "shipped" in a particular form. Thus, the complete law of ship can create living creatures. As is apparent, this is a stretch and far from the true purpose of the complete law of ship.

It can work, but the consumption is much higher because it's not in line with the true function of the complete law of ship.

Rachel used the complete law and locked everyone in space.

Everyone in the whole country stopped moving but only confined in space. They could still see around.

Adrian and many demons came, saw humans freezing in their place, and started helping them.

The humans were terrified! They thought that demons were about to eat them.

But after a few days, they realized the demons were helping them get food, stay warm, etc.

They remained frozen for a month but remained alive due to the demons helping them.

Then, the space block was removed.

Everyone didn't even think about killing demons anymore. As such, Lava Valley became the first place where demons and humans began to coexist.

Chapter 65: The World Is Made of Codes

Savior Green Long was in a big city famous for its huge casinos.

This city was named Redglow City because of its unique rocks that glowed red. It was a city of all species: humans, elves, beastmen, green men, etc.

Savior liked gambling a lot! Because he always won!

He started moving toward the casino named Pink Dice.

However, as he approached, something peculiar happened.

Time seemed to freeze, not just for him but for everything around him.

After a few moments, everything resumed moving as if the strange interruption had never occurred.

Savior finally arrived at a colossal, twenty-story building, which was unmistakably Pink Dice. This establishment served as both a casino and a strip club, featuring men and women working as strippers.

It was the most famous building in the city and happened to be Savior's personal favorite.

He opened the door and went in straight to the 20th floor. The 20th floor was for the richest people in the entire Clark continent. Savior was the wealthiest person in this whole continent.

He knew a lot of people here! He was pretty famous around here. He went and sat on a table. There were five other people there. All smiled and greeted him.

"Hey, Savior! This time, I win!" a boy with red hair said.

"Heh, you always say that!" Savior answered.

They started, and, like always, Savior won every single round. When he left, everyone looked grave.

They hated Savior! Who liked to gamble with someone whom they always lost to? But they had no choice! A person named Zag forced them to do it!

"Damn, I wish I could have ra---" the red hair boy stopped.

It wasn't just him; everything stopped moving like a picture.

Then, a few seconds later, they came back to normal.

"n away! But that Zag already marked us!" everyone nodded with regret.

The Clark Continent was vast, as were all continents in general.

However, this particular continent dwarfed the others in size many times over. Given its immense land area, one might expect it to be home to numerous kingdoms.

In reality, only one empire ruled this colossal expanse – the Gill Empire.

It was a behemoth, exerting direct control over the entire continent. There were no nobles scattered throughout the land; instead, every corner was governed directly by the emperor.

This state of affairs wasn't always the case. Many centuries ago, the continent was divided, with the Gill Empire being one of the strongest but not the sole power.

However, when pure energy emerged, Emperor Layton of the Gill Empire showcased astounding talent. In a matter of a few centuries, he rose to the formidable rank 4 in an environment with scarce mage resources.

With him at rank 4, the Gill Empire marched and destroyed all other countries and took over everything.

The power of the empire was divided very simply. The empire owned everything; the one the emperor chose became the prime minister; the emperor's words were law; the one emperor said to die died.

But still, there needed to be some division for lower ranks. The emperor appointed the prime minister, who in turn appointed governors, ministers, judges, and policymakers for the provinces. As for why the emperor personally didn't do it, how could someone that important do these unimportant things?

As a result, the prime minister was, in practice, the most influential person for the day-to-day operation of the kingdom.

The Supreme Court also drew some power throughout the years. It could invalidate laws that were set by ministers.

As for laws set by the emperor, of course, nobody could resist them. But the emperor never set any laws, so this caused the supreme court to get powerful.

Everything in the empire was going well until a while ago.

A huge hole appeared in the center of the empire and was expanding. Nobody knew what it was or how to fix it.

Fortunately, it stopped expanding a while ago, but still, the people were panicking.

Mortal technology was very advanced; there were 'communication cubes' that could broadcast information and videos from far away.

The Department of Broadcast broadcasted all programs. There was no free market in this aspect.

In general, the empire had a very centrally planned economy. It was a miracle technology managed to advance with such a system. After all, when the government plans everything, you remove room for innovation that the free market has.

The hole that appeared was a coding bug! A few centuries ago, she patched all the holes in the world, but it seems that, in the process, she messed up something.

He was, of course, her host. He managed to reach rank 4 because of her help.

Just now, a message came from Rachel #1.

"Hey, Ley, immediately order everyone near the hole to get away!" she said.

He didn't even question it! He trusted Rachel too much to question anything. After all, everything he had now was from her.

Initially, he was a prince that everyone was looking down on. Plant people are always considered dumb. This is not true, but it seems so from the perspective of uninformed people because they are slower than everyone else.

When they talk, they are very slow; they sleep a lot and understand things slower. But they have a much higher lifespan, too.

Rachel was considerate when she was modifying the settings. For some creatures like dragons and plant people, she gave them more lifespans because they grow slower or they sleep a lot.

Plant people have a lifespan of 3000 years, even after the update.

Three thousand years is not much, as they spend most of this time sleeping. But after reaching rank 1, their mind becomes much sharper, and they even exceed normal humans.

Layton, who is in rank 4, now has a quick mind, nothing like ordinary plant people.

Dragons have the highest lifespan. They have a base lifespan of 10,000 years; they grow extremely slowly; it may take thousands of years to reach rank 1.

Layton ordered, and everyone evacuated the area around the hole.

Then, Rachel began modifying the code again. She took time water from places where there was too much and transferred it to areas where time was dried up.

Then, she synchronized the time worldwide to bring everything to normal.

This is a temporary fix. Fixing the code and solving it from the root is difficult.

It's way too complicated to explain.

The simplified version is that time water is not enough, and the code must overlap space in some places and reduce space's vastness with some techniques to have enough time water.

But that may lead to wormholes and have its problems. It will take a lot of trial and error.

Only higher-level rachels can fix it with ease.

Rachel here is only a rank 1 administrator, so she lacks access to advanced codes.

Codes are essential.

They are the key to controlling the world; civilizations that can code well are the most resilient to her invasions.

Rachel is the best coder between civilizations below rank 14, which is one reason she can easily infiltrate the worlds.

The universe is made of laws, which are displayed through code.

Even the system is hackable with codes, though even the rank 13 Rachel still lacks the knowledge to hack the system entirely.

To harness the power of 'the creation,' one must know how to code it.

As for expanding one's knowledge about codes, the more universal law one knows, the more knowledge is available.

Second, one has to experiment with the knowledge and slowly learn it.

Rachel #74 was too far below these levels, so she sighed and focused on more at-hand issues.

The most pressing issue concerns the demons soon reaching the Clark continent.

Savior was stopped in place! Along with everybody else!

This time, they didn't start moving again, even after hours!

Zagronan brought Lana and began observing from afar.

"What happened to him? Is he dead?" asked Lana while she was eating a leg of something humanoid.

Rachel stopped Zagronan and Savior from doing this, but Lana could not be controlled.

"He is stuck in dried-up time!" said Zagronan, repeating Rachel's explanation.

"Huh? So he died? Can we eat him?" she was very interested in his taste!

"No, he is alive, just stopped in time," said Zagronan.

"Does that mean we can't eat him?" asked Lana with confusion.

"Rachel, can we eat him?" asked Zag in confusion.

If he can eat him, he won't refuse.

"Shut up! I'm thinking!" she screamed.

Zag just stopped talking!

Rachel paid no attention to them.

She was currently very occupied. She purposefully placed Savior here.

What happens when the world protagonist is stuck in a time desert? Of course, the world would run to help restore the flow!

She can edit the code, but that is an abrupt and disrupting means. Allowing the world to do the job is much more harmonious.

Doing it with code will cause disruptions in other places unless you are skilled enough to do it without affecting anywhere else, which Rachel #1 was not.

She was intensely watching the code.

After a few hours

"Here it comes!" she smiled.

A lot of 'time water' from spaces with extra time water traveled through and came here, making the time flow again.

With the flow of time back, everything began moving again, and nobody realized anything wrong had happened.

"At least now there is just one loophole!" thought Rachel.

She modified the code and wholly separated this area from the world.

What she did was treat the symptoms. She gathered all the tumors and tore them off.

It was like gathering all the tumors and surgically removing them.

The cause, which was why tumors grew in the first place, was not treated, but it can hold things together for a while.

She dissolved the tumor and coded, so it automatically distributed time water wherever it dried up.

From this day, a big chunk of Clark continent just went missing without an explanation!

Rachel just took everyone who lived there and threw them out.

They did not need to die, so she helped them a little.

Why not save a few people if it doesn't harm you in the slightest? Even though, in the grand scheme of things, it's not important.

There is nothing like karma in the universe.

But Rachel, inheriting her past humanity, liked to help if it could be done with little effort.

Then, she thought.

"this world needs a serious recoding to fix it completely. It's better to shrink space by 30% to improve the situation!" she began planning.

Chapter 66: anti-Rachel alliance

There are many rank 13 forces in the universe, but only four great alliances.

The most powerful rank 13 civilization is, of course, Rachel, who is public enemy number one. Her reputation is terrible, with most civilizations considering her a natural disaster.

Still, she is the strongest rank 13 by far, so they can only grit their teeth and tolerate her.

The second strongest is the 'mage' alliance. It is a collective of many civilizations, a confederation, with thousands of rank 13 entities.

Many lone mages, mage families, and mage academies are their members.

Still, they are not a match for Rachel, who has more than ten thousand universal laws, and her main body is half a step from rank 14.

The third strongest rank 13 alliance is the 'cultivator federation.' High-grade civilizations usually form alliances to protect each other. After all, it is easy to be preyed upon when lonely.

The 'cultivator federation' also has thousands of universal laws and comprises cultivation families and sects.

The fourth one is the 'heaven and hell federation.' It seems strange that heavenly creatures, like gods, and demons, ally. But, if one has a clear understanding, it is normal.

Demons and angels are two sides of a coin. They are the same. Like ice and hot water, even though they seem to be opposite and incompatible, they are, in the end, water.

The fifth one was the 'open federation.' Basically, every other civilization that didn't fit in any of the groups above was a member of this alliance. They had tens of thousands of Universal laws, with the most members of any alliance.

But, they were extremely disunited, barely being able to be called an alliance. As a result, even with tens of thousands of Universal laws, they were the weakest.

No matter where, unity is key to strength in collective settings.

Recently, representatives from four alliances have discussed doing something about Rachel.

But agreeing on something is easier said than done.

Rachel is very good at hiding, so even her headquarters location is unknown. Even more, if they find her, how should they attack? Who would be the leader? It isn't easy to agree on these things.

To begin with, the alliances are collectives of forces. And when these collectives debate, even if they agree, convincing their members is challenging.

Alliances are federations, with loose membership requirements.

So, they decided to innovate. They agreed that each alliance's one hundred strongest civilizations would contribute a certain amount of 'Will.'

'Will' is an intent, a way of thinking.

Everyone has 'will' but having the will out of the body is something mortals can't do.

For example, the 100 strongest sects, cultivation families, and empires of the 'cultivator alliance' all contribute 1% 'will' each, and all combined create a complete will that can represent the interest of all.

As for weaker civilizations, who cares about them? They will naturally be forced to cooperate.

The methods of how each civilization makes up its share, or even if every civilization in an alliance has an equal voice, depend on the alliance and civilization.
