"But why do you let him do that stuff?" Dawn asked, "Why not just send him to his own universe of hell and block him from leaving?" 

"Because he would still be able to receive energy from all of those that worship him and the sinners engaging in evil acts. If I kept him there he would eventually have accumulated so much of that energy that he would be able to overpower the block and then even jump all the way to here and destroy heaven then show it to those in your universe to destroy their faith. His end result would be even more massive destruction than I have allowed him to plan for."

"Durn!" Dawn replied with a grimace, "If he's gonna cause destruction either way, I would find a way to kill him or destroy him."
