In Konoha Village, the hierarchy was clearly defined: Hokage at the top, followed by Jōnin, Chūnin, and Genin. Among these, the Jōnin held significant influence, participating in high-level decisions and having a say in Hokage appointments. Senju Hashirama had carefully managed these appointments to balance power among the major clans, avoiding an overconcentration of influence. Only a few heads of prominent clans were given Jōnin status, while smaller families remained as Chūnin.
During Hashirama's tenure as Hokage, he had been cautious not to expand the Senju family's influence excessively. After his abdication, he appointed Senju Toka as the sole new Jōnin, maintaining a balance. In the current Konoha, decision-making was primarily in the hands of the Second Hokage and leaders of major families. Although Uchiha Kagami had not yet achieved Jōnin status due to his youth, his eventual qualification was anticipated.
Fumori Masaki, despite his prominence as a disciple, was still a Chūnin. To attain Jōnin status, he needed to demonstrate his capability through exceptional tasks and gain the approval of existing Jōnin. Despite the stringent hierarchy, his role as an Anbu operative allowed him to access significant village affairs, and his performance had positioned him for future advancement.
Fumori Masaki decided to submit a proposal to Tobirama during their next meeting. Given Tobirama's investment in nurturing promising talent, Fumori Masaki was confident his proposal would be reviewed thoroughly, even if Tobirama did not fully embrace it.
As Fumori Masaki worked on his proposal, Fumori Rimi, about to sleep, noticed him writing and curiously asked, "What are you working on, Masaki?"
"I'm preparing something important to present to Tobirama-sama," Masaki replied.
Fumori Rimi peered at the half-written scroll and gasped, "You're serious about this?"
Fumori Masaki confirmed, "Yes, Rimi. The recent changes in Shinobi villages and the shift in their leaders suggest a growing risk of war."
Fumori Rimi, although aware of the leadership changes, found the idea of imminent war hard to grasp. "Are you certain?"
"Sometimes events unfold faster than expected," Masaki explained. "A young monarch will seek a swift victory to establish authority. Similarly, other countries may view this as a prime opportunity to act while their new leader is still consolidating power."
Rimi, raised in an era of peace, found the prospect of war unsettling. "Is war truly on the horizon?"
Masaki reassured her, "Some things are unavoidable. If others desire war, our role is to show them the cost of conflict and push for peace through strength."
The next day, Tobirama was busy overseeing village development. After reviewing various teams, he observed Masaki and his teammates' training and was impressed by their progress. Recognizing their potential, Tobirama considered assigning them more significant tasks.
When Masaki approached Tobirama with his proposal, the Hokage was initially skeptical but took the scroll for review. After reading Masaki's insights, Tobirama was taken aback by the thoughtfulness and originality of the analysis, though it diverged from mainstream views.
Tobirama, deeply focused, reflected on Masaki's observations about the Hidden Cloud's potential as a threat. He re-read the scroll carefully, considering the implications.
"Unexpectedly, he has this kind of foresight," Tobirama mused, his gaze fixed on the text, contemplating the future of Konoha and the broader ninja world.
