It is all indeed because of the contribution they made.

The people who live in tents are people who cannot or do not want to fight against any threats.

There were times when they had to go hunting to find food. Then the meat of the mutated animals they got was given to someone who served as head of the kitchen in this place.

He and his men, who have skills that are useful for cooking, have the ability to turn mutated meats into edible meat. Their skills are priceless at this time of need.

But some people are too afraid to even set foot outside of the wall. So basically they are not very useful.

They just stay idle and wait to be fed.
