With Commissioner Justin Vaughn's words, Captain Nora Halt made her way into the whirlpool, dropping her towel on the pool deck, after first making herself a drink at the pool bar. 

Not a word was said about her exposed breast as she entered the whirlpool or at any point while they continued to have a more serious conversation about the upcoming planned demonstration, and the 

riots they expected after it, and Nora Halt made little to no effort to cover them up. 

If Zeph did not have Amelia's in his hands to distract him from what he could see occasionally peaking out fully above the surface of the water, Zeph likely would have had a much more difficult time preventing his eyes from naturally lingering on them. 

As the conversation slowly shifted toward more casual topics, Alora's drone version arrived at the edge of the whirlpool holding a stack of fresh towels.
