Gotham was a corrupt, violent and decadent city, dominated by organized crime and plagued by masked vigilantes. It was the perfect place for John Smith to start his political career, because he knew how to take advantage of the chaos and disorder to rise in the hierarchy.
He had a gift for oratory, a brilliant mind for strategy, and a lack of scruples for manipulation. He knew how to win allies, how to eliminate enemies, and how to deceive the public. He had a clear goal: to become the mayor of Gotham, and then the governor of the state, and then the president of the country.
He didn't care about the city's problems, the people who suffered, or the heroes who tried to save it. He only cared about himself, and his dream of power and glory. He hated the superheroes, especially Batman, whom he considered a hypocrite for his policy of not killing. He thought the heroes were a threat to his rise, and that they should be eliminated.
He had a plan for that too. He had a secret that no one knew, not even his closest allies. He was a metahuman, a being with superhuman abilities. He had the power to control the minds of people, to make them believe what he wanted, to make them obey his orders.
He used this power carefully, only when necessary, to not draw attention. He used this power to influence the elections, to bribe the judges, to blackmail the politicians, to silence the journalists, to seduce the women. He used this power to protect himself from his enemies, to escape the traps, to avoid the suspicions, to flee the consequences. He used this power to become the most powerful man in Gotham, and then in the world.
