The winged skeleton did not want to over consume his mental strength. These spirits were all undead soldiers who acted on their instincts. They were grade-1 spirits and it would be taxing for the winged skeleton to control all of them. He simply allowed these soldiers to continue floating, before retracting his control over the undead soldiers.
