The passage of time here in the city is ten times faster than the outside world's. Some places even reach up to one-hundred times faster. The faster the passage of time in an area, the more dangerous things get within. You saw for yourself, the city was all but a wreck. Saleen only believed that the passage of time within the city was indeed more than ten times faster than outside it at that moment.
