In the marshal's office, Sakazuki declared, "Marshal, the world government places immense importance on the Shock Fruit. I have evidence that Koby has consumed it. I propose that if this is confirmed, we hand Koby over to the World Government."
The Marine Vice Admirals exchanged glances, and Kizaru quipped, "Sakazuki, perhaps we should summon Chiba to verify this."
Sakazuki's expression hardened. "Kizaru, are you suggesting we inform Chiba and let Koby escape? I've already ordered that no ship leaves Marineford without my consent."
Sengoku's eyes narrowed. "Sakazuki, you're not the Marine Marshal yet."
Sakazuki retorted, "Marshal Sengoku, apologies, but the Shock Fruit is critical. Lucci, the CPO leader, supports my actions." He gestured to Lucci, who nodded.
"I seek only the Shock Fruit or its wielder," Lucci said coolly. "Sakazuki claims he can identify the Shock Fruit user, so I've agreed to assist."
Sakazuki smirked confidently, while Sengoku, Aokiji, and Kizaru frowned. Kizaru mused silently about Chiba's involvement. Could Chiba have really given such a powerful fruit to Koby?
Sakazuki continued, "With no objections, I'll order Koby's arrest. I invite Sengoku, Kizaru, and Aokiji to witness this."
Sakazuki's loud command to arrest Koby made Kizaru roll his eyes. "Embezzlement of Marine property?" he thought. "Koby found the Shock Fruit himself. If he doesn't surrender it to you, is it embezzlement?"
Under Sakazuki and Lucci's orders, Marines and CPO agents swarmed Chiba's research institute, where Koby was practicing.
Koby, now empowered by the Shock Fruit and the Small Collapse Technique, easily repelled the Marines. A CPO member shouted, "Koby, resisting arrest is a crime!"
Koby glanced at Chiba, who assured, "If anyone dares to fight, strike back. I'll handle the consequences."
Koby's strength, comparable to a Marine Admiral, left the attackers powerless. Defeated, they reported back to Sakazuki.
Furious, Sakazuki slammed the table. "This is lawlessness! Chiba is defying Marine!"
Sengoku calmly countered, "Sakazuki, you're not the Marine Marshal. Koby is under Chiba's command. Without proper procedures, refusal is justified."
"But I have verbal orders from the commander-in-chief, and Lucci represents the Celestial Dragons," Sakazuki pressed. "The Five Elders demand the Shock Fruit."
"Show me a written order," Sengoku replied firmly. "Without it, I can't act on verbal claims."
Frustrated, Sakazuki insisted, "I'll go personally. Marshal Sengoku, I request your presence as a witness."
Sengoku agreed cautiously, warning, "Sakazuki, if you waste the commander-in-chief's time, you'll face repercussions."
Sakazuki, undeterred, led a large contingent of Marines to Chiba's lab, surrounding it with overwhelming force.
Inside, the researchers were alarmed by the weapons trained on them.
"What's happening? Why so many Marines?"
"I heard Koby found the Shock Fruit and gave it to Chiba. Akainu's jealous and wants it."
"But Akainu has the Lava-Lava Fruit. What use is the Shock Fruit to him?"
"He wants to curry favor with the Celestial Dragons and the Five Elders to become Marine Marshal."
"Without Chiba, Akainu might have a chance, but Chiba's presence complicates things."
"The Marine Marshal guards the gates for the Celestial Dragons. Loyalty matters more than strength."
"Is Chiba loyal to the Celestial Dragons? Does he respect them?"
"Chiba shows no respect for the Celestial Dragons. Akainu, however, is fiercely loyal."
Outside, Chiba emerged with Hina, Peacock, Koby, Helmeppo, and Apu. He confronted the gathering.
"Red Dog, what do you want?"
Sakazuki, furious at being called "red dog," barked, "Chiba, you've hidden the Shock Fruit and given it to Koby. Surrender him now, and you may receive leniency."
Chiba chuckled, "Akainu, your millions of Marines searched the world for two months and found nothing. Koby, who merely bought fruit, found the Shock Fruit? Are your Marines all incompetent?"
The Marines shifted uneasily, embarrassed by Chiba's words.
"Enough talk. Hand over Koby," Sakazuki demanded.
"You're not the marshal, Akainu, and you lack a written order. Without evidence, you won't take my subordinate," Chiba replied coldly.
"I have evidence. Those who eat Devil Fruits are rejected by the sea. If Koby hasn't, let him swim."
"Heh, I refuse. I haven't hidden anything, and Koby hasn't consumed a Devil Fruit. I won't comply," Chiba declared.
Akainu smirked, "Afraid to try? Lucci, you've seen it. Chiba's hiding the truth."
Lucci, smiling, said, "Mr. Chiba, the importance of the Shock Fruit is known. Could you let Koby swim? It would clear doubts."
Akainu, furious at being called a villain, thought, "If Koby swims, I'll be vindicated."
"Mr. Lucci, I can't refuse you. But if I'm right, Akainu becomes my research subject for half a month."
Akainu hesitated, "I'm serving Marine and the World Government. Even if wrong, I can only apologize."
"Mr. Lucci, you see? Akainu's unreasonable. Let's drop this."
Lucci turned to Akainu, who sensed Chiba's bluff and agreed, "Fine, if I'm wrong, you can study me."
"Deal. Koby, swim now," Chiba said, grinning at Akainu.
"Yes, Master Chiba," Koby replied, stripping to his swimwear and diving into the sea.
For a moment, the Shock Fruit's power waned, but Koby's Black Water technique reactivated, allowing him to swim effortlessly, faster than a fish.
"Mr. Lucci, Koby's swimming fine. Devil Fruit users can't do that," Chiba pointed out.
Lucci nodded, "Remarkable swimmer, Koby."
"Koby, return," Chiba called, and Koby leaped from the water, landing gracefully.
Chiba faced Akainu, "See, Akainu? You owe me a half-month of research."
"Impossible! I have reports Koby uses Shock Fruit-like power," Akainu argued.
"You mean this?" Chiba asked, demonstrating a white energy that shattered a distant rock, even cracking space.
"Shock Fruit?" Akainu gasped.
"Helmeppo, show them," Chiba instructed.
Helmeppo, smirking, demonstrated the Small Collapse Technique, cracking the ground.
"Impressive, but not as strong as Master Chiba," Helmeppo admitted.
"This isn't Shock Fruit, but a technique from studying Whitebeard's body," Chiba explained. "Koby, show them."
Koby brandished his sword, coated in Armament Haki and Shock Fruit power, creating another massive crater with a single strike.
Witnessing Koby's strength, the Marines were astounded. His power rivaled an Admiral.
Lucci, acknowledging the misunderstanding, promised to report accurately.
Akainu protested, "I heard Koby found a Devil Fruit. If not eaten, where is it?"
Chiba teased, "Didn't you take it? The stall owner confirmed it."
"Akainu, find another excuse. It's time for your research," Chiba concluded, leading Akainu away.
