Inside the conference room of one of these warships, Buggy sat at the head of the table, while Blackbeard and the others found their own seats.
After a brief moment of silence, Domino entered the room with a pen and paper in hand. She pulled up a chair and sat next to Buggy.
Seeing that everyone had arrived, Buggy cleared his throat and said, "Since you're all here, it means each of you is a founder of my Cross Guild!"
He paused, then turned to Domino and instructed, "Domino, this meeting's content is crucial. Make sure you record everything accurately!"
"Understood!" Domino replied simply, already contemplating how she would relay this information to Navy Headquarters and the World Government later.
Buggy's lips curled into a knowing smile as he looked at Domino, making her heart skip a beat. She felt as though Buggy had seen through her little scheme!
But before she could think of how to handle the situation, Buggy had already shifted his gaze away.
Domino pursed her lips, lowering her head slightly to mask her expression and calm her nerves.
"The issue at hand is that the World Government will never allow such a powerful organization to emerge. Therefore, in the beginning, we must operate in the shadows. Only after we've gathered sufficient strength can we confront the World Government openly!"
Blackbeard grinned and nodded at this, saying, "Hahaha! I don't care about any of that! Buggy, just tell us what we need to do!"
Buggy glanced around the room and smiled. "I don't think anyone here is eager to dive into the nitty-gritty details of the Cross Guild's structure and operations, so I'll handle all of that. You just need to sit back and reap the rewards!"
"In short, we need to establish strongholds across various countries and islands! But this won't happen overnight; we'll take it step by step."
"In other words, our first task is to consolidate the power of the underworld and build our trade network!"
The others nodded in agreement. If they were capable of doing this themselves, they wouldn't have resorted to piracy in the first place!
Without further ado, Buggy continued, "The most critical aspect of establishing the Cross Guild is creating a global trade network that covers intelligence, transportation, warehousing, and more."
"Hahahahaha," Blackbeard laughed, "So that's why you wanted Doflamingo's underground empire! You're setting the stage for this, huh? So, you need us to unify the underworld, right?"
Doflamingo adjusted his glasses on the bridge of his nose and said with a mocking tone, "Heh, unifying the underworld? You make it sound so simple!" The industries controlled by Deep Ocean Current, Umit, The Concealer, Giberson, and the Queen of the Pleasure District, Stussy, are easy to track down. But as for the others, we might not even be able to find where their operations are hidden!"
In the underworld, besides Doflamingo, who is an arms dealer, slave trader, and middleman, six others known as the Emperor of the Underworld dominate specific industries.
Umit, the Deep Ocean Current, controls almost all the transportation companies globally, with a network that spans the world. Even most of Doflamingo's arms deals are conducted through his channels.
Giberson, The Concealer, owns numerous docks and warehouses worldwide. Nearly all black market goods are stored in his facilities.
Stussy, the Queen of the Pleasure District, holds sway over most of the world's red-light districts. Her influence extends into both the black and white markets, making her the uncontested ruler of entertainment.
Lu Feld, the God of Fortune, runs a global money-lending empire. He controls the currency flow in the underworld and is probably the second wealthiest person in the world.
Drug Peclo, the leader of the world's largest assassin organization, is the most secretive of the six. He rarely shows himself, and no one knows the locations of his assassin strongholds.
Finally, there is Morgans, the Big News, president of the World Economic News Agency, and the mastermind behind the world's most influential newspapers. He is the undisputed king of intelligence.
Together, the seven of them represent the entire underworld!
Buggy grinned and said, "For now, controlling Deep Ocean Current and The Concealer is enough! Once we absorb their forces, along with your existing influence, our Cross Guild will have the network we need!"
"As for the other four Emperors of the Underworld—Stussy and Lu Feld can be left alone. But we should consider offering a collaboration to Morgans and Drug Peclo!"
The Cross Guild might seem like a legitimate business, but because of the Buggy Pirates' reputation, it's forced to operate in the shadows.
Transportation and warehousing are the foundation of the Cross Guild, and we must ensure they are under our control!
In terms of intelligence and information control, it would be ideal if the World Economic News Agency, led by Morgans, could fall under our influence.
However, that old bird Morgans is not easily caught. If we fail, we might not even get a chance to negotiate cooperation. For now, we can only step back and focus on the growth of the Cross Guild.
As for Drug Peclo and Lu Feld, their roles in assassination and loan business aren't crucial to the Cross Guild—cooperation will suffice.

Doflamingo wasn't just speculating. He had strong ties with Kaido, one of the Four Emperors, and also cooperated with Big Mom. It wouldn't be surprising if the other Emperors of the Underworld had similar connections.
Buggy sneered, "It doesn't matter. Whether they have backers or not, and no matter who's behind them, Umit and Giberson are as good as finished."
"My stance remains the same—two months, and I want all their assets under our control!"
