As a Duke, Lucius was the equivalent of a general. Tens of thousands of soldiers were loyal to him, and Skull was his right-hand man.

A military base was established in New Jersey and the entire urban area was refurbished. When Lucius and the soldiers arrived at the location, they were stunned to find no beast present.

Throughout the reconstruction, there was never a case of beast attacks, even before the installation of Aether Repulsor Beacons.
