Konoha, Police Force Division~
Under the leadership of Fuma, a group of individuals is passionately discussing their recent training insights.
Nearby, a desk is piled high with all sorts of ancient texts, leaving no space for any criminal case files.
"If you ask me, there's really no need to practice Fire Release. Even if you master it, it's hard to kill an enemy directly."
"Lightning Release is way more effective and straightforward," Fuma said with his arms crossed, a hint of pride in his voice.
"You're talking nonsense! Fire Release is the heritage of our Uchiha clan. How can we just abandon it? Innovation shouldn't mean discarding our ancestors' foundation!"
Uchiha Shin, one of the elders, shot Fuma a glare, his eyes flashing in anger as he retorted.
"From a practical combat perspective, Uchiha's Fire Release indeed needs an upgrade. The clan's records only have B-rank Fire techniques, which struggle to meet higher-level combat needs," said Tetsuka.
He, as the voice of reason, analyzed the shortcomings of the clan's Fire Release techniques with a clear and logical mind.
The intense discussion of training techniques created an academic atmosphere in what should have been a solemn place, giving the whole scene a strange sense of contrast.
If it weren't for the large Uchiha clan crest hanging on the wall and the bold, block letters spelling "Konoha Police Force Division," the place could easily have been mistaken for a teacher's office in the Ninja Academy…
"Everyone busy here?" Fuma walked in leisurely, hands behind his back, wearing slippers, and interrupted the discussion.

Upon hearing Fuma's voice, all the Uchihas present immediately halted their discussion, stood up straight, and saluted him reverently, greeting him in unison.
Fuma nodded, clearing his throat lightly before saying slowly:
"I don't have much to say. I just came to check on everyone, and I'll say a few words…"
"I appreciate the dedication you all have towards training, but don't focus solely on theoretical study. Real combat experience is just as important. Mere theory without practice can lead you into a blind spot."
"I know there aren't many opportunities for combat practice in the Police Force Division, so it's inevitable that you all end up studying ninjutsu scrolls."
"I have a suggestion: we can further reduce the number of personnel stationed in the Police Force Division."
"Aside from ensuring the safety of the Uchiha residential area, the commercial street, and monitoring the village's defensive barriers, we won't handle anything else."
"This way, the remaining members can pair up for free training at the training grounds."
"As for the village's general security, let's leave that to the villagers themselves. They'll eventually work out their own system of order."
"We can step in to make final adjustments if necessary, without getting caught up in minor issues that waste our time."
The Police Force Division, in the entire shinobi world, was unique to Konoha. No other hidden village had anything similar.
Functionally speaking, this division was redundant, overlapping heavily with the responsibilities of the Anbu. Establishing a separate department wasn't necessary.
The Police Force Division was supposedly responsible for security and counter-espionage, but in reality, they were just managing minor issues like petty crime—a task even a mid-ranking ninja might find unnecessary, let alone the elite Uchiha clan members.
The hierarchy among shinobi, the strict shinobi ranking system, and the status of the various clans naturally prevented most conflicts, making specialized mediation unnecessary.
As for civilians, they hardly needed the Uchihas to intervene. In Konoha, villagers were well aware of their status in relation to the shinobi. Being able to live and do business peacefully was blessing enough.
It would be better to cultivate some local civilian forces and let them handle things autonomously. Then, the Police Force Division would only need to communicate with their leaders when necessary.
Initially, the Police Force Division was a slow-acting poison given to the Uchiha clan by Tobirama, but under Fuma's command, it was set to become the village's "necessary evil."
Financially independent, highly skilled, and with a formal structure granted by the Second Hokage—it was, in essence, a division even more "Root" than the Root Division itself.
Fugaku took out a notebook, carefully jotting down these instructions. As someone aspiring to become the Uchiha clan leader, he was deeply committed to following Fuma's every word.
He then stood at attention, touching the insignia on his chest representing his position as Deputy Commander of the Police Force, and said resolutely, "We'll follow your orders to the letter and complete the adjustments within two days!"
Fuma nodded approvingly, surveying the crowd before speaking slowly:
"Today, we have an emergency mission. We've received a report that the Root Division may be harboring spies equipped with weapons of mass destruction. We need to address this immediately."
The Uchiha members of the Police Force turned solemn, a sense of urgency rising among them. It seemed this mission was no trivial matter.
"For the Clan Leader himself to describe it as a 'weapon of mass destruction,' this is bound to be a fierce battle. I wonder which hidden village's elite might have infiltrated…"
But in the next moment, a fresh, pleasant scent filled the Police Force Division. Many looked confused, especially the older men with wives at home, who recognized the scent immediately.
"This smell… isn't this the Green Leaf brand detergent powder? I heard they had a buy-one-get-one-free promotion on the commercial street last week. My wife bought so much that we're running out of space at home…"
Fuma chuckled, shaking the packet of detergent in his hand, and said softly:
"This powder can remove all stains from clothes with just a single spoonful. It's incredibly dangerous and must be sealed away."
"For the sake of the Hokage advisor's safety, we'll root out spies within the Root Division and eliminate any potential threats."
"Do you all understand what I'm saying?"
Fugaku blinked, momentarily bewildered, then broke into a fierce grin.
The other members of the Police Force followed suit, activating their Sharingan, their scarlet eyes lighting up as they responded in unison:
"We understand!"
"Good… Head to the Police Force Division's holding cells and bring out a couple of condemned prisoners. Rough them up a bit, blur their faces."
"We'll present them as spies when we report back. This way, the Third Hokage won't have anything to say, and it'll save him some face."
The recent attempt by Hiruko, a spy from another faction, to infiltrate the Uchiha clan had left Setsuna furious. At the time, with Fuma away, they had been forced to temporarily accept the Third Hokage's appeasement.
But now, with Fuma back at the helm, it was time to settle things.
Leading the way unhurriedly, Fuma walked ahead, followed by rows of Police Force members wielding swords, advancing toward the Root Division with intimidating ferocity.
Villagers nearby looked on with curiosity; the Uchiha, who had been relatively inactive in the village for a long time, were finally handling an incident again.
The Police Force on patrol, once a common sight, now became a rare spectacle.
Some villagers chattered excitedly, even following the Police Force from a distance to watch the commotion.
Meanwhile, a pair of Anbu operatives looked on with alarm. Being aware of the situation, they were beginning to realize the gravity of what was happening.
"This is bad… really bad… this could escalate fast!"
"I'll inform Lord Hokage. You go find Lord Shikaku. This is beyond our control!"
The two Anbu split up, hurrying off in different directions.

Fuma stood before the iron gate of the Root Division, knocking lightly as he said:
"Open up. The Police Force has received a report of spies hiding here…"
Then, without hesitation, Fuma kicked down the door, sending the thick metal plate flying like a cannonball and stirring up a dense cloud of dust.
"Resisting a search, are we? Then I have no choice but to use force. Police Force Division, commence the search!"
Each of the Uchihas charged into the Root Division with predatory smiles. In the dim basement, the crimson glow of their Sharingan made them look like a pack of bloodthirsty wolves.
"Stop right there! This is the Root Division, led by Lord Hokage's advisor. Are you Uchiha intending to rebel?" barked a squad of Root agents, their expressions rigid and cold as they confronted the intruders.
"You talk too much…"
Fugaku sneered, his Sharingan spinning rapidly, immobilizing them instantly before he kicked one of them away.
Tetsuka chuckled, thinking to himself, "What an impulsive guy, jumping straight to high-level techniques like Paralysis Jutsu right from the start…"
Shaking his head, he raised his sword, ruthlessly severing a Root agent's arm, spilling blood across the floor, and shouting:
"Don't resist pointlessly! Cooperating is your only way to mercy. This is all for Konoha's safety!"
"Swish! Swish! Swish!"
Suddenly, several Wind Release bullets tore through the air, whistling sharply as they hurtled toward Fugaku and Tetsuka at high speed.
