There were so many pirates all over the world and they couldn't possibly pay attention to Nan Hua all the time. 

There would only be a small portion of people who wanted to deal with her would pay attention.

And as a pirate, Nan Hua could technically roam various galaxies.

There was no restriction as the pirates would not pay attention to these restrictions. At most, they would pay attention not to provoke people they couldn't afford to offend. 

But for the other things, they were still pretty much relaxed.
