The clean up crew were the first group from the World Hero Association to arrive on the scene. These fearless men and women only looked at the dark alleyway for a split second before they got to work. They simply walked around the cause of the entire mess, ignoring Abel and scrubbing the walls clean from the gore.
It's a messy job that isn't for the faint hearted, but those that aren't squeamish and efficient get paid a hefty sum for their service. To them, this mess wasn't as bad as some of the other things that they were required to clean. Imagine cleaning up the innards of a giant pro hero that voided themselves after dying at the hands of villains, you don't want to imagine it right?
The next ones to arrive were the Association's pro heroes, they are there to guarantee the safety of everyone at the scene. Three or more heroes are selected from the Association depending on the situation and how lethal it it to everyone involved. The Association likes to have as many useful quirks at their disposal at all times, even the most mundane things.
The three lucky heroes this time have we quirks ment for subduing and escaping, not fit for combat. The commissar they are under believes that a combat quirk isn't necessary for this case, they wished that they could voice their displeasure at how unsafe this makes them feel but they don't get paid to complain.
One of the heroes can create a calming feeling around himself, it only affects those that are close to him. It's perfect for calming down scared civilians or angry villains, it makes them less aggressive and rational. Of course it isn't potent enough to calm down rampaging villains, but that should be left to the combat oriented heroes.
Another hero at the scene can lengthen or shorten the space between herself and someone in front of her in a matter of seconds. It's amazing at keeping villains at bay long enough for someone else to deal with them or to bring in civilians closer to herself to rescue them. If she does it to often she gets motion sickness though.
And the last hero there has a simple flight quirk, his job is to abandon everyone there and report back to the Association safely to inform them if things go south. He doesn't like his role at all, he wishes that he could take someone with him to rescue them since he can. But that would slow him down, and the Association doesn't want to risk him dying without getting anything out of it. It's simply a waste of resources.
The last one to arrive on the scene is someone with a high rank within the World Hero Association, Commissar Galister. The Commissars are basically generals and heroes are their soldiers, they have the authority to decide how to handle a situation without the Association breathing down their necks since their judgement won't be questioned.
Unless of course, their judgement is deemed 'wrong' by the Association. If so, they'll be forced to deal with the shit storm that they brought up on themselves. It's a job with many pros and cons, but it's simply another gear that help the massive machine called the WHA (I'm already tired of calling it by it's full name) function.
"Rian, it's a pleasure to see you again. I assume that this is your partner Samantha yes? A pleasure to meet you as well." Galister greeted the ones that called him as soon as he arrived, he kept Abel in peripheral vision at all times in case he needed to act quickly.
"Enough with the pleasantries Galister, let me give you a quick rundown of the situation. The kid is currently in shock and isn't responding to anyone, his quirk is basically instant death but we don't know it's limits. All I know is that he needs guidance instead of juvie after the shit he's been through. He will definitely become a villain if the media finds out about this, they'll make him the next Boogeyman if you let his trauma fester inside him, and we definitely don't need a villain that could kill anyone in a blink of an eye without warning." Rian spoke softly as he tried to keep his voice low.
"I understand Rian, I'll make sure that he'll be on our side in the future. No one will be able to influence him when I'm around, also, are you sure you don't want to come back? With your skills the Association wouldn't complain about your judgement as much as before, we both know that the higher ups are still cursing themselves for judging you wrongly."
"No Galister, I've told you before didn't I? They can continue to seethe at themselves for all I care. I will never forgive them for what they did to me." Rian snapped at Galister with unrestricted hatred in his eyes. While he does despise the Association, it was necessary for societies everywhere. If only the higher ups didn't have such a limited mindset about what is and isn't acceptable.
Samantha watched the interaction with visible interest, she doesn't know much about her partner so this was news to her.
'He of all people was so valuable to the World Hero Association that they regret firing him? I can't believe it!' She really couldn't fathom how Rain was seen as useful.
"Noted, I won't bother you two any longer. Now then, you three better prepare yourselves! We're going to approach him now." Galister spoke to the heroes under his command.
Without waiting for them to respond, Galister boldly walks over to the young boy clutching his lips. Abel didn't even realize that someone was approaching him until Galister stopped a few feet away and spoke to him.
"Young man, I am Commissar Galister, a pleasure to meet you despite these circumstances. Would you be receptible to holding a conversation with me so I may figure out the best way to help you?" If Galister felt sorrowful towards Abel at all, he didn't show it despite his unchanging tone.
Abel focused his gaze on the strange man and nodded, he couldn't properly function at the moment so a bit of rest would do him some good.
"Excellent, I shall explain to you what will happen as of right now and what will happen in the near future if you decide to comply. For right now, since you committed a double homicide, a juvenile detention center is where most normal people would say you belong." Galister began to speak matter of factly.
'!?!'
'This fucking idiot!' The calming hero couldn't keep himself calm when he heard his Commissar's words, they all knew how blunt the man was but this was taking it to a whole new level.
'Goddammit Galister! Delicate situations call for delicate words!' The flying hero prepared himself to retreat at any given moment to relay the bad news of everyone's demise at the hands of a child to the Association.
But despite their worries, the boy didn't react at all. He patiently waited for Galister to explain everything to him instead. For someone capable of killing a pro hero, despite being a retired one, he was surprisingly calm. They didn't know if this was thanks to their calming hero or not but they were thankful he didn't start popping heads left and right.
"But we, my young friend, are not the normal everyday people you see out in the streets. We are from the World Hero Association, and we want to provide you with anything that you could possibly want in exchange for your loyalty and service.
If you decide to join us, the first thing that we will do for you is cover up this entire mess so that the media will leave you alone until you eventually garner their attention again in the future. We'll just say that your parents were attacked by villains, it won't really grab anyone's attention anyway since nobody likes your parents in the first place.
The next thing that we will do for you is provide you with food, water, education, and a roof over your head. You are approaching the age where kindergarten is necessary, correct? Fear not, for the Association shall provide it and then some.
Lastly, we shall teach you how to control your quirk so that accidents like this won't happen again. You will be unburdened by these strict laws and be able to use your quirk if the situation calls for it, like the heroes around us." Galister finished his speech with a satisfied smile, not realizing how the air seemed to freeze at the mention of 'hero' near the beginning of his speech.
Abel looked around slowly at the people around him, the 'fearless' cleaning crew seemed to be sweating bullets. The pro heroes were waiting for him to make the first move. Rian appeared to be reaching for something hidden in his suit. Galister was still standing proud with his eyes shut as he waited for a response.
'That's another reason why I left the association, incompetent Commissars everywhere. For every half decent one you find, a hundred more worthless ones are hiding in the background.' Rian sighed in frustration as he grasped his pistol firmly underneath his suited, he stood in front of Samantha protectively.
"...Will I be forced to become a hero?" Abel uttered one sentence that made everyone's anxiety flare.
"Not in the traditional sense, no. From what we know so far, your quirk isn't hero material. It seems much more... 'useful' than other quirks, so we will apply it where the higher ups demand it.
To put it bluntly, we will train you to do something that they don't train you to do in hero schools, and that is killing on demand. It would be a waste if we were to let you get locked away before you could reach your full potential." Galister flashed another smile as he extended his hand to Abel.
"Fine, I accept." That was all Abel said as he grabbed Galister's hand and pulled himself up. He removed his other hand from his bleeding lip as he pressed it against the wall to balance himself.
The others around him sighed in relief and visibly relaxed. It was like an invisible crushing weight was lifted off their shoulders upon hearing his answer.
"Very good then, let us get you patched up before we start traveling to the nearest branch. You should do yourself some good and get some sleep, it's pretty far from our current location."
Wow, only a few more hours till 2023. I would like to apologize again for leaving you all out in the cold like that for 2 years but I'm back now, I hope that's good enough. I hope you all enjoyed this chapter. Happy New Year!
