For each charge would give him the equivalent of 4 years of education in that subject, like using charge in *Fallout Technology General* he would know how to make common items like bullets and Healing Poultice, but if he used a charge in *Fallout Robotics* he would gain more focused information.
While a charge Magic knowledge could be used like, *DND Wizard* would give knowledge and abilities of a level one wizard, But things like Earth Bending would give me access bending and would give knowledge of basic bending or other abilities that are powered by different sources.
He will gain two Charges every week and gain extra when a large event in the timeline changes or completes some major event.
