Hearing the Raikage A statement, the Tsuchikage Onoki explains "The great countries are enjoying a time of relative peace... They are moving from military expansion to disarmament, as tensions ease between the countries, the threat of war grows smaller, military villages are a drain on a Country's resources... But there's a risk, what if a war suddenly breaks out!? They can't rely on untested ninja in the heat of battle, they'd lose the war".

Then Gaara realize what Onoki was telling him and asks "So one way of dealing with that was to use military force like Akatsuki?" and Onoki continues "It would take time and money for a village to build such a force themselves, but Akatsuki were professionals, and they could be hired for relatively little, furthermore they always had good result".

At that moment the Raikage A yells "I don't want to hear it, Tsuchikage! Suna used Akatsuki to try and destroy Konoha... Orochimaru... It's unclear whether he was still a member of Akatsuki at the time... and both the former Kazekage and Hokage ended up dying... I can't help but think that must have been part of someone's plot... And Kirigakure you are the most suspicious!! You have no diplomatic relations with other countries... And there are rumors that Akatsuki was formed there!!".

And Mei with a sad smile says "To tell you the truth... my predecessor was begin controlled by someone... and we had some idea that Akatsuki was involved in it... that is why this year we sent a message to all the other villages about Akatsuki's threat and on a way to protect the Jinchuriki from capture..." and Onoki "Like the current Jinchuriki could do what you suggested...".

Then A said "You all...!!" but Onoki stopped him "Watch your tongue Raikage! It's because you were continuing to amass power and techniques during this time of disarmament, that other countries were forced to hire Akatsuki in the first place!" And A yelled "What!!?".

But at that moment Tsunade finally spoke "Before this devolves into more fighting there is something I have to tell you all... First to the Raikage... from our sources, we have the info that your brother, the Hachibi's Jinchuriki, is in fact still alive and that he escaped from the Akatsuki attack... and that he used the attack to cut himself a little vacation from the village strict policy..." and A ask "Are you sure!!?... That ingrateful little bastard!! He used this whole dammed affair to run away from the village and have fun somewhere on his own?!!! Unforgivable!! Oh, he will taste my iron claw!!".

Then Tsunade continues "About the origin of the Akatsuki... it was created in Ame, and in origin it's objective was to protect Ame from the others villages and stops the war... but then someone else took advantage of the leader's death to manipulate the organization to do his bidding... Someone that calls himself Uchiha Madara!"

The others Kage were shocked by this revelation and Onoki adds "I thought he was long since dead!? And how did you get this information" and Tsunade "Well one of the members of Akatsuki was in fact a spy from Konoha... he is Uchiha Itachi...thank him we knew many information about Akatsuki and were able to kill 5 of its member, and about Madara, we aren't sure if it is really him... but even if he isn't the real Madara all the things he did until now... from unleashing the Kyubi 15 years ago... to controlling the Mizukage... and using the Akatsuki to gather the Bijuu... marks him as a frighting threat to us all".

Then Mifune said "As a neutral country, I have to say, the leader of Akatsuki read the signs of the times... He used the stability... and the suspicion of the other countries to increase his own power... at this rate, even the Land of Iron would fall... But there's always a silver lining... It's rare for the five Kages to come together like this, what do you say...? Until Akatsuki is taken care of... What would you think of forming... A five village alliance?".

And Mifune "You will only fight amongst yourselves... So I would like you to respect my position as a neutral party... and give my opinion... of who is best suited for the job... I will give you two candidates and the final choice will be yours...".

Then Mifune started explaining " First let's talk about the Tsuchikage Onoki... He is too old and had previously hired the Akatsuki many times, so even if he was not a traitor, there are some concerns others in Iwa could be connected and leak the plans" and Onki said nothing about this as Mifune was right even if it didn't sit well with him.

"About the Mizukage Mei, she herself admitted that the previous Mizukage was being manipulated by Madara's Sharingan and was his puppet, so the same concern about possible leaks is valid against the Mizukage being the leader" and Mei too nodded at that even if she had Ren's group help it is difficult to say that they have taken care of all the possible leak in the village.

But just as the group was about to discuss, a spiraling void appears in the center of the room and the next second a tall man with a spiraling orange mask on his face appeared and said "Hello there... My name is Uchiha Madara, I'm here to explain something to you... I just want to make that clear, I want to tell you about my goal, The Moon's Eye Plan".
