Yes, the Luna of Star pack is a man and so is the Alpha. Their pack is not large but they were lucky to get a promisee from Treize's father that no one in his bloodline would conquer the pack for the great good the Luna did, he did it under the great Blue Moon.

He saved Treize's father after he was attacked by the bear tribe. So even if Trieze wanted to conquer the pack, he would immediately be struck by lightning. They are allies for as long as Treize's bloodline continues to be alpha.
