Tatooine had been greatly refurbished.
Redecorated and designed to better allow those of various species live comfortably on the planet while opening up various avenues for the people to achieve greatness.
When it came to local businesses they had started to spiral into vast expanses within the various city outposts around the sandy planet.
Social welfare had to be set up properly to provide for those who were downtrodden and it was not like Anakin had a need for the money anyway. When it came to the economy, some regulations had to be set in place but mostly allowed a free market.
Of course he didn't want capitalism to rule above everything else because some greedy people could abuse the system.
Laws were erected and some localized governmental systems were implemented, like the police to tax collection and all that. Why would Anakin collect taxes? Because the government needed some way to provide the people with everything they needed.
His own wealth saved up from Skywalker Industries is only meant to act as a buffer before the planet needs to create its own internalized systems to stop it from collapsing from the inside.
Instead of terraforming the entirety of the planet, Anakin had settled on creating domes that would act as buffers between the dangerous and unkind environment of Tatooine and the safety and security of civilization.
Now onto the culture.
Culture was a huge part of any civilization and the developments or traditions and other such special things attached to a peoples culture is important to their development.
Religion was also under the category of culture but Anakin saw nothing too outstanding among supposed religions except the wild propaganda made by his droids an secretly distributed to the populace.
It was one thing for his droids to worship him as a god in mortal form, but another for the people here to do so as well but very, very surprisingly it worked. Not that Anakin did not see the possible result of this coming to fruition through his predictive powers.
No, it was surprising because his use of shatterpoints allowed him to see multiple possible special events that could happen which allowed him to also see the possibility of something like that happening.
If he had a number on how this, it would measure at around 0.34% probability of taking off.
It had done so anyway and it was not like he was all that against people believing that he was some sort of god, it wasn't that far off from the truth after all. Taking into consideration that the Force is of cosmic proportion and the fact he was basically conceived from midi-chlorians and all.
Other aspects of Tatooine's developing culture other than its new religious foundations was how the people valued freedom above all else which Anakin would reflect within the laws. Of course they are not so free that they would allow absolutely any and everything but it is the aspect that a being may have their own free will. They can make their own decisions and would have no master.
Again, Anakin was not against this but what was strangely contradictory was that the people elevated himself and his mother to positions of power that could be dubbed as the rulers of the people but they disliked having to be told what to do.
But there is a clear distinction, a difference was what was agreed upon by everyone and in general common sense is taken into account most of the time.
No silly laws were created and instead of what happens within most governments there are mandates that would allow the people and those in charge to either revise or even get rid of a law that serves no purpose anymore.
Redundancy breeds stagnation.
Another aspect Anakin had to take into account other than the economy, law, culture, the environment and the development of the cities enclosed eco-systems, the government and so much more.
Education was important and institutions had been set up properly by now for the education of both developing lifeforms and those who are considered adults.
One thing that Anakin was starting to see he might have trouble with was the land itself, meaning he would need to continuously use numerous amounts of resources, whether natural or artificial to create more housing or land for businesses to develop.
Other infrastructure and structures like schools or medical centers, everything had to be taken into account and he did not have enough land for the projected increase of people coming to take up residency.
So, he started to look to the stars and other systems to see if there would be any other place he could safely secure for himself. To expand his territories but also for his people as well.
A place that was so close but Anakin considered as off limits was Geonosis. Believe it or not but the amount of space between Tatooine and Geonosis was incredibly close, they were practically neighbor systems.
Unfortunately he does not want to draw too much unnecessary eyes onto himself. Tatooine may be on the Outer Rims but that doesn't mean others aren't already interested in what was going on.
He looked over the star map and was able to determine there were four other choices that are on the trade routes otherwise known as the hyperspace lanes connected to Tatooine.
The Obana system was quite bare bones and would not benefit him or his people so it was not a good option for the immediate terms, but it would be good to take that route to expand even further into the Outer Rims. The only interesting thing about it was an asteroid belt and from what he could tell is useless to him for now.
There was the Ooo-temiuk, a forested world located in the Ooo-temiuk system, a part of the Arkanis sector in the Slice portion of the Outer Rim Territories. It was situated on the Triellus Trade Route hyperlane, which linked it to the C-Foroon and Tatoo systems.
There are two things that Anakin would be interested in about this system and planet if he were to have designs against it. The land or the planet itself where he could house more of his people and set up another world to add this his expanding empire.
Then there was a special tree, called greel trees, a type of tree native to Pii III and Pii IV, the only planets with the proper ecosystem to support the fastidious trees. The crimson timber greel wood was in great demand as a luxury item, meaning it was very expensive.
Unfortunately these trees were only planted about ten-fourteen years ago meaning that they may have developed really well but they might not have gone to their best. Time is important when it comes to stuff like agriculture.
The next star system connecting to the hyperlane of Tatoo system was Utaruun, a terrestrial planet located in the Utaruun system, a part of the Arkanis sector in the Slice portion of the Outer Rim Territories.
Utaruun originally served as a minor agriworld situated on the super-hyperroute known as the Corellian Run. When that hyperspace route changed its course at some point between 11000 and 4000 years ago, give or take a few years, and as a result no longer ran through Utaruun, the world remained on the Old Corellian Run but became abandoned.
The benefits here would be both land and land that is really good when it comes to the development of the agriculture industries. Massive store of food would be great and they would not need to import too much food anymore.
Tatooine may have newly set up chambers meant specifically to grow food but it was limited. With this alot of the food problems, or more specifically alot of the food expenditure would be solved.
The last however was quite a failure of a system. Andooweel was an Outer Rim planet in the Andooweel system of the Arkanis sector, located on the Triellus Trade Route.
There was nothing but failed industries that tried to start up here and Anakin would not bother with this, not right now when he could go towards Utaruun where he could develop it to a much greater extent.
In fact on Utaruun it had only been settled on recently by some Rodians meaning the planet was basically not under the control of anyone making it all the more easier to seize for himself. The great thing about it even more is that he has no need to fabricate a reason to take it over.

Anakin had decided to take over a droid and put on the extra Vader suit he had created on Tatooine. He had two, one that is stored on Coruscant while the other is on Tatooine because he doesn't want to have to travel back and forth all the time.
He may be indisposed and can only work through a unliving droid.
"General Vader, it is a surprise to see you here." His mother Shmi spoke to him as he approached her throne within Skywalker palace.
Vader replies in his modulated voice. "I am here to discuss some things about the current state of our government."
"How kind of you to grace us with your presence." Shmi says with some caution. She knew that even though this figure is supposedly her savior and she fully believes it and even has a strange trust in him but that didn't mean her logically mind was unable to reassert itself.
"You need not worry, I am only here to speak about the expansion of this new state." Vader says.
"Expansion? I am aware that we do not have the necessary resources to further stabilize our growing population. You have another solution?" Shmi asked Vader.
There were other people within the throne room but most of the time Shmi isn't always present and has time off to do her own things. This was only thanks to how well the droids were made and because of their capabilities it relieved pressure from the council, elected officials and from Shmi.
There were only the advisors present however and Shmi was only using the artificial intelligence installed within the palace.
"Yes, I have found a suitable solution." Vader answered.
"Tell us some more." Jira asks Vader from beside Shmi within her own seat on the side of her.
"There is another system known as Andooweel along with its main planet also named Andooweel where we could expand greatly." Vader said.
"You wish to go and take over another star system?" Shmi asked with some slight hesitation in her voice before continuing. "I am against the subjugation of other people." She says firmly.
"What I want to do is not to subjugate but to take over another planet that is uncolonized. By going over and taking this system we can better facilitate ways to help your people, and could also elevate the people who live there as well." Vader states.
"We will not be going over there with the intentions of war and even if we did, the amount of people there cannot even classify them as a proper society. It is basically only filled with a small amount of tribal sizes colonies." Vader continued.
"Colonies that have only recently started and are left to their own, by proposing to those newly settled there and bringing them under the banner of the Skywalker empire we would avoid what you are saying." Vader further continued. "The subjugation of the people there."
Explaining his case seemed to convince Jira but Shmi was still hesitant. "Who currently lives there?"
"Rodians, there are no other sentient species that live on Andooweel." Vader replied.
"Are you sure that they would sign whatever treaty you are to purpose?" Shmi further questioned.
"Yes, they would have no problems with it and may even welcome the protection of another government. In fact I guarantee that they would want this given that they would recieve the same benefits as the people of Tatooine do." Vader said.
"They will be after all apart of the expanding Skywalker territories." Vader continued.
After more discussion Shmi in the end capitulated to Vader's suggestion and the other officials were brought in on the idea and readily agreed. Why would they be against this when it practically helps everyone involved from those in high positions of power and the people who are at their lowest.
As representatives this decision is currently their best bet in ensuring the stability of their growing empire. It would also bring in other revenues that include the economy of agriculture given that this planet is perfect for it.
"It is settled then." Shmi finished the session as Vader got Grievous involved to begin taking some of the battle droids to Andooweel just in case of aggressive behaviors.

A mysterious distress signal from the supposedly dead world of Carnelion IV that specifically called for Jedi intercession.
Anakin was tasked to go and look into what was happening there.
Not too long after arriving, he came to be aware of life on the planet as a sky battle raged over him. As one of the combatant airships began to fall, Anakin had saved its two-person crew by delaying the crash.
The two survivors, Kolara and Mother Pran, who identified themselves as 'Open,' knew nothing about what a Jedi was. Forced to take cover when a 'Closed' airship, which was damaged and falling Anakin had then saved its pilot, Grecker, from falling to his death.
Due to the historical feud between their factions, Grecker and Pran tried to murder each other, forcing him to destroy their weapons and to escort them to safety. Anakin had just brought them all onboard onto another ship that needed some repairs keeping Jabitha a secret given he does not know these people.
To facilitate their journey, they used the intact parts of each of their airships to form a new one in order to fly to their destination.
During the conversations that ensued, Anakin mentioned his purpose on the planet. To find the person who had sent the Jedi distress signal, which alerted Pran and Grecker to the location of 'the scavenger.'
During the journey, Kolara told him about the mysterious kites, before noticing that he was good at fixing things, as he made an adjustment to his lightsaber. Kolara and Pran then had him repair a bag of droid brains and, seeing his usefulness, they tried to abduct him when a horde of fishers attacked the ship.
Reading their minds safely he was able to determine where they would have wanted to take him. He knocked the two ladies out while leaving Grecker conscious given he had not done anything against him.
One of the Open's fortresses is where he went towards as the two ladies were locked up for now. There was only some droids that he decided were now his and decided to call in Jabitha to store them in after doing some quick mandatory repairs.
There was some conflict but this was something that Anakin couldn't handle himself considering it was planet wide so he repaired a communications unit and called the Republic for aid. Soon enough, a task force arrived and forced the natives to cease hostilities.
Everyone went their own way but Anakin wasn't done just yet and had recruited one of the two woman, Kolara who was quite attractive. Mother Pran though was someone he didn't want considering what she would have done to him.
