Chris Weiss was the deputy mayor of another nearby town. The mayor had been trapped in the town when the flood appeared and his exact whereabouts were still unknown. He had temporarily assumed the role of a leader to help with organizing the rescue. However, because he couldn't get in touch with higher-level people, the only thing he could do was to help the people who had fled to the mountains, rely on a few policemen who he was familiar with to maintain law and order, and try to find food and medicine in the debris floating in the flood.
