It took 2 months to transfer all the cultivators to the origin verse. The transfer was done from lowest to highest, i.e., Early First Order God Realm cultivators were allowed to go in first and Peak Tenth-Order HighGod Realm cultivator were transferred at the end. This was done to decrease the advantage that higher realm cultivators would have as the weaker cultivators would have more time to cultivate with chaos energy.
Another reason was that, if something bad happens, the main fighting force of the kingdom could be preserved. The top young geniuses of the empire were also held back from entering because of this reason. The benefits that the people participating in the campaign would receive motivated all the subjects of the empire to cultivate frantically. The empire had a population of 860 quadtrillion, out of these only 30 quadtrillion were above God Realm in cultivation. There was no shortage of resources so the native cultivators of this world under Alexander's rule were advancing rapidly.
The mainland had a population of 95 quadtrillion out of which only 30 Billion were at HighGod Realm while 300 trillion were at God Realm. Alexander was quite perplexed at such slow advancement rate and asked the various Heads about this. Alexander came to know that the majority of his subjects had lost the drive and ambition to achieve more as everything was given to them by the state, they were beginning to grow lazy and entitled. The amount of anger that he had felt at that moment was so great that he didn't try to control his aura at all and for the first time since his rebirth, Alexander completely let loose but he was careful enough to let his aura loose in space.
His aura alone was powerful enough to destroy the shields upto provincial level. All of his subjects were quite stunned due to the sudden stimuli they had found themselves exposed too. Quite a few of them were injured in the aftermath. Alexander healed all the hard working and honest people and ordered SQC to transfer 10 Million to their bank accounts as a compensation. Alexander had engulfed the children residing on the mainland with his magic so they didn't get harmed but the events around them scared and traumarised them quite badly. Alexander erased their memory of the event and put them to sleep then turned to address his subjects.
Alexander didn't speak in a loud voice or spoke mentally. He just spoke in a soft tone, which frankly was more fear inducing than his normal voice, " I am very disappointed in you all. Majority of you have grown lazy and entitled. You have stopped progressing onward. Every civilization which had not progressed in some form has met with an end. That's why all the amenities given to you are being taken back on my orders. A new system will be implemented to classify the facilities available to different citizens. Only those who are students will be given the support of state upto university level. Rest of you will have to work for enjoying the pleasures of life."
Alexander then shifted back to his palace and started drawing up plans for the new classification of citizens. Alexander decided to classify the civilians on the basis of their cultivation realm. Saint level cultivators would be level-1 civilians, God Realm cultivators would be level-2 civilians, HighGod Realm cultivators would be level-3 civilians, Heavenly God Realm cultivators would be level-4 civilians and Ancestor God Realm cultivators would be level-5 civilians.
Anyone joining the army would be given more benefits than their civilian counterparts but ranked in the same manner but getting into the army would not be easy. Every candidate would have to go through tough selection procedure to get selected for the army. The posts would be decided by combat prowess, leadership qualities and strategic thinking.
Another way of advancing the level would be to pay for advancement but one could advance only one level through it. The richer one is, more he or she would have to pay. One more way was to pay through contribution points, this was the way for those who had slow advancement rate. For those who were unable to cultivate or had martial spirits below grade 7 would be advanced on the basis of their magus rank. A Rank 50 mugus would be a level-1 civilian, Rank 60 would be level-2 and so on till Rank 90; Rank 99 would be a level-5 civilian.
As one becomes a God of Magic after reaching Rank 100, Alexander had not thought about what kind of status should be given to such person. Alexander was not in a hurry as the highest rank a magus had achieved till now was Rank 94 so he had a few decades atleast till someone advances to become a god of magic. There were also some people who were not good in either of the fields so Alexander made an exception for them, they would be able to pay for their advancement at reduced rates.
Alexander knew that as the vast knowledge about various formations and pills would be integrated with his kingdom, new marvellous products would be invented and the level of lifestyle would again massively advance. Alexander then planned to make further ranks as all his subjects would advance to level-5. The amount of facilities now given when compared to before the change would be 10 percent for level-1, 30 percent for level-2, 50 percent for level-3, 70 percent for level-4 and 100 percent for level-5. Every level would be given different cultivation resources.
All the students would be provided enough resources that normal ones would advance to Saint Realm by the time they would graduate. The tests to continue studying beyond that would be very tough as being an student provided a safety net from the new rules. Every student would get level-5 benefits. Alexander had done so that the newly graduated student will try extra hard to get back the benefits. After that, they would be given cultivation resources according to their level. Everyone would have to advance their levels by their own efforts so no second generation rich kid would be able to enjoy benefits without even doing anything. As the system was just implemented, the subjects would be made level-1 civilians. Alexander announced the new system and left for the origin verse.
Alexander began advancing his bloodline after arriving in the origin verse. Since, the chaos energy was very abundant in origin verse, Alexander was able to advance his bloodline to 40 percent in two months. According to his estimates, it would take him two years to completely transform into a chaos dragon as each advancement of more energy consuming than before. After that, Alexander planned to concentrate on advancing his cultivation to Peak of HighGod Realm in order to bind The Dragon Stone to him.
According to the reports he received, his subjects had gone into a frenzy of cultivation after the announcement. It was estimated that the common cultivation level would reach Saint Realm in a few months. Alexander ordered to provide all the necessary resources to his subjects so that they could advance to Saint Realm easily. Alexander then continued to advance his bloodline.
