While it was true I was aware of the Senator's existence, I wasn't fully aware of the full context of the clinical trial she went on—but if there were really more people that underwent the same treatments as her, there could be more of her out there… or in the best case scenario, she was the one who had the worst luck or the best depending if what she attained was real or not.

Still, Admiral Burke did mention that she was one of one—and if anything, they probably tracked down everyone else who was involved in the same trial just to see if they obtained the same regenerative ability.
