To many powerful forces, pieces of evidence were not important. A strong suspicion was good enough.
Only the weak would resort to evidence.
William only needed Moses to find out the perpetrators. He would retaliate without any evidence!
Even if Moses could not identify the perpetrators, William would choose a certain target.
In short, there must be a scapegoat.
It was just a choice of selecting who it would be.
For example, whenever the Americans could not figure out the truth, they would put the blame on their most hated terrorists…
That was regardless of whether the victim confessed or not. They would have to take the blame, even if they did not commit the crimes.
