There sadly isn't any realistic solution to preventing ai programs from using copyrighted content for training purposes. Even if it gets banned in one area, enforcing the ban will be extremely difficult. Furthermore, there will always be areas you could relocate to that haven't implemented any restrictions.
Furthermore, enforcing such a ban would hinder your own area's technological progression.
