In the northwest of Loren Empire, a city without a name constructed in a short period of time. It didn't have a name yet, but it was called the City of Count Titanheart. It wasn't a big city at the moment, but it was taking a shape of a grandiose city. The mansion of the Lord of the city was made of white stones and it had an elegance of a noble. It was a three-story mansion with a garden which was filled with magical plants which had mind calming properties.
In the study room of the mansion, Josh was looking through the reports about the villages which was found to support the city. The study room was simple but it had some elegance. There was a window right behind the study table and bookshelves at the sides. The books in the study room weren't about cultivation or magical studies, they were about the management of fief and basic economy. In front of the study table, there were two armchairs which were faced to each other.
Most of the villagers were ex-slaves. They didn't fully get rid of the slave status, they were between a slave and a free-folk. Before going to the Undead Empire, Leon instructed to Josh how he should handle the slaves. They wouldn't be called slaves anymore, but people in debt, Leon knew that the people would cherish the things that they got after they earned them after working hard for them, so he created a system which the ex-slaves would have the rights of free-folks but they needed to pay for their debt to him through their work. Although Leon didn't like the slavery, he would destroy their status as slaves in an instant, that would make them grateful to him, but it would also make them dependent on him. He didn't want people who were dependent on him, but to themselves.
Josh was also working to attract some people with abilities to the city. Currently the city's economy was dependent to the agriculture, it was a need for the fief to feed its residents, but for larger scale, the city needed professionals like blacksmiths and merchants to make it more complete.
Aside from managing the fief, Josh was also cultivating according to his [Four Beast Body Tempering Manual], he didn't slack off and he managed to cultivate the first layer of the manual. The warrior techniques were different from the magus techniques, but they had similarities. While it was hard to enlighten on the laws, it was harder for the warriors. [Four Beast Body Tempering Manual] needed five laws to comprehend when Josh reached to the domain stage, only then he could breakthrough to law stage. Law of Beast was the center of this technique and laws of four elements was supporting it. Each beast was needed to construct with law of beast and imbue with laws of four elements. Law of Water to Black Tortoise, Law of Fire to Vermilion Bird, Law of Earth to White Tiger and Law of Air to Azure Dragon.
If Josh were to have bloods of these beasts, he would cultivate easily, but he couldn't find any of them. He needed to find these beast blood specifically. If he were to use another dragon's blood it wouldn't make any difference. His cultivation manual was different from this aspect to Ronald and Rose cultivation manual. They could use any dragon's or phoenix's blood and they could complete their cultivation techniques.
He was the one who asked for highest grade technique, so he didn't care too much. But he had a feeling that he would find these beast's blood. He wasn't at the domain stage so he couldn't construct the four beasts inside of him, but the technique allowed him to store vitality of four beasts and their strength in him.
While he was reading reports, the door knocked.
"Enter" Josh said. After he said it, Ronald entered through the door and sat down on one of the armchairs. Josh didn't look up, he was still reading the reports, Ronald also didn't say anything, he just patiently waited for him to finish his job.
"Is there something you need to say?" asked Josh, after he finished reading the reports, then he put them in the drawer of the table.
"There is news about the skirmishes with the Sect Union. Loren Empire and Sect Union didn't want to go to war, but they also didn't want to back down, it seems like it'll go stalemate." said Ronald. Sect Union was situated in the south of Undead Empire and east of Loren Empire.
Sect Union wasn't a country in a sense, but it had an oligarchic government, with four great sects had the real power. As for the reason for Loren Empire and Sect Union was battling, there was a mana crystal mine discovered in their border. While both of them wanted to devour all of the mine, they didn't want to exhaust their military power and give an opening to other forces, thus making a stalemate with a bit of skirmishes at the border.
"It is good, if there is no all-out war." It was Josh's sincere opinion. Leon, as a new lord, he didn't have to participate a war for five years, but it would affect his image among the nobles of the empire. As for now, the fief didn't have any military power to send if it became a total war, and Leon was off the grid at the moment.
While Leon was going to the Undead Empire, he didn't leave any manuals for soldiers. He was thinking that, it wouldn't be a problem that they needed to solve with military force while he was away. He only said that he wanted a thousand young men to accept to military, and while he was away, he wanted them to make simple drills.
While Josh was curious why did Leon wanted such small number of soldiers, he didn't ask. The selection was really strict and they only choose the best out of the volunteers. Josh was sure that Leon only wanted the soldiers with the best potential. But Josh didn't know why he wanted to construct the barrack which should house the soldiers, such a way. The barrack of the city was filled with formations which would calm the mind. For Josh, it was mind-boggling, the soldiers should be nurtured in a place that should give an aura of war and prepare them for war, but the newly built barrack was opposite of that.
Leon wanted a barrack which was calming mind and he had a reason for that, but he didn't tell anyone about it. The manual that he planned to give the soldiers was also prepared, but even if he gave them, they would have the opportunity to cultivate that manual and he needed to supervise the process, because of that, he didn't leave the manual.
Josh shook his head and throw stray thought out of his head. Then he put a serious face and pointed to a letter on the table and asked.
"Are the contents of the letter true?"
Ronald also put a serious face and nodded. There was a stillness in the study room for a few breaths.
"Why would someone want to do a marriage interview with a new Lord?" asked Josh but no one knew the answer aside from the sender of the letter.
