It's exactly as you said. No one cares. The slum part of the bunkers are lawless zones that are controlled by gangs and there is no UEF presence there. At least not any "policing" presence. Btw the only "police" that exists in this world is the UEF Guard, which you'll learn about later. The obvious reason is that there isn't enough manpower for a normal police force. It wouldn't make sense considering the context of the world.
It was starting to feel like a warzone, it was deafening, and Emir could barely hear his own thoughts.

M8, never make factual points in any type of "argument" online, especially not against basement dwellers, you won't win. Also, I agree with what you said. The author did well so far, but this almost ruined his efforts, making it seem like the mc was doing it for his own benefit. Though maybe the mc stated that to make sure he would not stray and think of his daughter as an 'object' to cultivate. Either way, the author defo didn't think that far, so I'll stop here.
