by that logic it makes sense, hashirama's era was time of constant was but Naruto was not the same for that part. after 4th ninja world war he hardly train seriously. without constantly taping into potential which is available to one even the potential starts drying up. not to mention you can tell by his hair Naruto hadn't inherited much of the uzumaki bloodline at most only half. Which could be attributed to his lower starting point compared to hashirama's (if we ignore the existence of wood release).
