what you said is indeed correct because there are characters who can't outright destroy a planet but can easily defeat a planetary level character. The jutsu you mentioned just now - Particle dismantling jutsu/Dust release is a bright example as it can potentially kill an Otsutsuki clan members or should I say it can insta kill it. And as we know any Otsutsuki is atleast a planetary level opponent.
