This seems to be 15 SP per skill (x10 for divine skills). This is probably meant to be 1+2+3+4+5, as indicated by the capped skills saying they needed 5000 exp for their last level and the uncapped skill saying it needs 60000 exp to reach level 6. But if you start at 1/5, getting to 5/5 should only require upgrading it four times, not five. Considering that character level started at 0, newly purchased skills should probably also start at 0/5, then the math would work (without ridiculous epicycles).
