The quirk has a really big strain on the body and if the user has a quirk it becomes worse. Also it was stated that you can't max out the potential if you have a quirk and that Deku was called the "last user of One for All". Like "break every bone in your body" didn't happen to all might (also quirkless btw). The quirk compiles power and you can currently view it as overloaded.
