I assume that the difference has something to do with the domain they can inhabit. A relm ruler would only have that relm, and possibly a summoning, but a god would be able to exist wherever they have believers.
Right now, rather than 'plans' on how to live, she simply had goals she wanted to achieve. To reach the realm of Lord, to reach Godhood and succeed Velouria, to rebuild Ayr for Allura, to help resolve Allura's curse with Kaden, to help Ria get revenge on the Eclipse.
