I agree with that statement. If the Cosmopolitans knew what Ves is able to do they will urge Red Cabal to get Ves at all cost. Forget gate in BridgeHeadOne.
This was because the call of duty beckoned to her. It was clear that Ves was too much of a coward to make use of the Dimension Observatory himself. He would try his best to shirk this duty and pass it off to someone else in order to prevent his heat from increasing any further.

In the four centuries since mechs have been invented, not a single Star Designer managed to break the necessity of neural interfaces and genetic aptitude. The chance that this will change is much lower now that we only have a fraction of Star Designers and scientists left in this dwarf galaxy. I have already resigned myself to living and dying as a starfighter pilot."

I know I almost 1 year behind but I feel like that try plans is mix of personalities of GSA. Polymath= Gloriana, Calabast, Xeno= Purnesse, Joshua, Fist= Reginald, Ark.
This kind of martial empire was pretty much the opposite of a technocracy as envisioned by the Polymath!

Will be possible to fix that chapter or will stay like it is?
Just tie dimensional breaches to RC and it's sub groups RF, Terr, Rubar & RA and problem with money and stuff will solve itself.
Ves could not think up an immediate solution that could brilliantly meet his goal while making everyone else satisfied. A perfect solution did not exist, and all of the imperfect ones were bound to disappoint a lot of people!
