Bro, literally all he's been in history is the MC tricking his peers to elevate his status, it's what has kept him alive and without attempts at mental intrusion or anything. Once he had mastered walking on still water, Tachibana could control his chakra to a small degree, but it still wasn't precise enough to perfectly perform the transformation jutsu.
