I love reading these types of chapters, I enjoy the different p.o.v of civilian life. I also hope you can deeply explain the seriousness of punishing a noble. I know you’ve address that the mc has tried but failed to seriously punish a noble before (just succeeded in executing a few if I remember) but you should emphasize a “chill”, “mad look”, “goosebumps” and etc. every time the mc brings up the idea of punishing the nobles. Perhaps the mc can emphasize the feeling that if he really punishes these nobles, he’ll be assassinated. “Poison” gave over. Also with the schools running. The mc should really begin the nationalize his people, adresss his church teaching about good and bad and etc.
