When the white fang died minato was an established jounin with Hiraishin (although not well known). who'd you think kakashi was assigned to ? High profile genin especially one with such talent are assigned to the "best" jounin to both protect and bring out their talent. Konoha was still the strongest During that time so they could afford to do so but During narutos time the nine tails attack reduced konohas active ninja roster drastically with deaths. In order to financially recover and show strength they had to crazily accept missions and hiruzen had to allow danzo do his stuff to destabilise other countries and remove eyes from konoha. Konoha was weak and he hiruzen worried about invasions as he was the only S rank in the village as Jiraya has his mission away from the village so please tell me where you want the security to come from?
