As I understand, things can be arranged with right connection, backing or if situation is legitimate. For example, Tsunade. Though not everyone has such luxury like Tsunade. But in this case it was internal matter of clan, they had reason. They left Konoha not Land of fire entirely & as they were not active shinobi ( most likely ), then I guess, situation can be understood. It is entirely just my speculation, I think it's reasonable.

Not exactly, He is talking about 2 different technique developed by Shinno, which uses 'Dark attribute chakra', that which is amply supplied by Zero Tailed beast. One of which was some sort of very advanced regeneration technique, which allowed user to use 8 Gates technique to it's full potential without fear of death, as injuries gained by 8 Gates technique will be regenerated very rapidly. Other technique was some sort energy storage technique, whose function i don't seem to remember.
