Haki needs to hit to be effective, he can still use it to avoid attacks. He can also use his own haki against the opponent so it's still useful.

Future sight probably isn't as good as it sounds in direct battle because the fighters would need to make few new plans every second considering their speed. This is the only explanation i can think of. It only predicts one possible future so every change in the battle makes the previous prediction invalid. It's better for avoiding ambush or unexpected situations. Maybe in the future we will see someone capable of predicting all possible futures. Plus if there isn't 5 seconds between the the reset of the prediction and the new attack then you can't really predict it 5 seconds before it happens. IT'S ALSO POSSIBLE FOR LUFFY TO HAVE READJUSTED THE TRAJECTORY AFTER KATAKURI INITIALY PREDICTED THE ATTACK. SIMMILAR TO PYTHON BUT ON A SMALLER SCALE.

From what he could "remember", this system was not one he could dump points into to get miraculously stronger or suddenly get smarter, it was just a way to visualize what he was and allow him to imagine what he could be. It was like looking at a step counter or a weighing scale, that just told him finer details about himself he may not have necessarily known.
