I may be talking nonsense, most likely I am, but if he has some dominion/control or even personifies it, then he would have dominion over one of the so-called "four fundamental forces", which would make him a Primordial?

I don't know much about the subject, but I know that controlling electromagnetism is an absurdly strong power. A quick search defines the electromagnetic spectrum as "composed of all varieties of radiation in the universe", ranging from gamma rays, x-rays, ultraviolet rays, visible light, infrared rays, microwaves and radio waves. The amount of things it could do is gigantic and as a divinity it is something that only a Primordial could have. An example would be that everything Magneto from X-Men can do, Mc can do too, another example would be Misaka Mikoto from To Aru Kagaku no Railgun
