Logically speaking, with a peasant uprising and looting happening in such a critical area, the court, if not dispatching nearby troops to enter the city and arrest people, should have at least sent a large number of officials to investigate thoroughly.

But none of that happened...

No troops entered the city for martial law.

Nor did any officials come to investigate.
