As for why I said he is the first to have the potential to reach Rank SSS+ because in his peak he has that Power. As ten tail jinguriki, rinegan, sage of six paths power, wood style etc. he will reach Rank SSS+ in future. Right now he is only ranked A+ in both areas though.
Not even Itachi and Aikoji reach this level as far as they can only reach rank SS at most.

The king is silently thinking about what to do. As the original plan was foolproof. The Ashworth kingdom has already suffered a heavy loss from them in the recent war. But this variable has disturbed the situation. He is angry at his useless subordinates.
