Out of the more than 5000 people, about 4000 chose to join the Pokémon Alliance. These individuals, whose lives had been destroyed by the Celestial Dragons, had nowhere else to go and no revenge left to seek.

They could only remain with Dak to repay their gratitude.

The remaining 1000 or so people either still had living relatives or wanted to return to their hometowns. Many of these individuals would likely join the Pokémon Alliance later, bringing their families along.

Due to the bond of gratitude, Dak felt assured in employing these people, thus accepting them all as reserves for the alliance. Their inclusion significantly increased the population of Alliance City.

Some were assigned to guard the four seas, others with combat abilities joined inspection teams, and those with special skills were allocated to relevant departments.

In short, the addition of these 4000 people alleviated the manpower shortage in the Pokémon Alliance.

At least for the short term, Dak didn't need to worry about personnel issues. Moreover, Jinbe was expected to bring around 100 to 200 Fish-Men to join the inspection teams.

Dak entrusted these 4000 people to Robin. Robin would be responsible for cataloging their special skills and then distributing them to the appropriate departments.

With this, the alliance's reserve force reached 5500 people.

Having dealt with these matters, Dak turned his attention to the most significant individual—Vegapunk.

"Dr. Vegapunk, what's your choice?"

"I just want to conduct my research in peace," Vegapunk replied. His desire for research was intense, and he was a perfectionist, considering any deviation in research results as a failure.

Consequently, he needed ample funding, which was one reason he had joined the World Government, ensuring a steady supply of resources.

However, while Vegapunk could create powerful technological products, he lacked the means to protect them. Thus, he had no choice but to watch the World Government use his research to maintain their control.

"Join the Pokémon Alliance. Use your knowledge to create a better future for this world and strengthen the alliance. I can provide the funding you need," Dak offered.

"What about the direction of my research?" Vegapunk asked cautiously. He didn't want to engage in research related to biological weapons or the like.

"Primarily technological and military research. I need powerful robots to replace human labor on the seas, help guard Pokémon Alliance facilities in other worlds, and, oh, I'd like to implement the geothermal system in Alliance City first."

The geothermal system was a crucial focus for Dak because Pokémon Island currently lacked the concept of 'seasons,' simulating the environment of the Breeding House, which didn't recognize spring, summer, autumn, or winter. Dak hoped to introduce seasons to Pokémon Island but was concerned that people and Pokémon might freeze during winter.

Dak could directly purchase a geothermal system from the Miracle Mall, but the large area would require an enormous expenditure.

With Vegapunk having a ready-made system, Dak hoped to produce it directly, which would be more cost-effective than exchanging for it through the system. Additionally, maintaining the system could create job opportunities for the island's residents, reducing future competition pressure.

"That's not difficult," Vegapunk nodded.

"You can first learn about the powers of Pokémon and then incorporate their abilities into your research, making your results easier to use," Dak suggested.

In the Pokémon world, for example, Electric-type Pokémon often work in power plants. Dak wanted Pokémon to be employed similarly, not just wandering around the city.

"Pokémon? You have a point. Perhaps I can try some new projects I haven't attempted before," Vegapunk said, intrigued. He wasn't entirely unfamiliar with Pokémon, having kept up with reports and understanding their unique abilities.

"Then, Dr. Vegapunk, I appoint you as the deputy head of the Pokémon Alliance's research department. The head will be introduced to you later, focusing on Pokémon-related technology research."

"I'll only focus on research, nothing else," Vegapunk emphasized. He didn't want to waste time on meetings or other distractions.

Dak and Vegapunk then discussed several projects, including the Peacekeeper project, mass-produced robots, and biological modification.

These initiatives aimed to bolster military and labor strength in the Pirate World. Future Pokémon-related activities couldn't always be confined to Pokémon Island; events and competitions would also take place in the Pirate World, which didn't suppress people's strength like the island did. Technological force would be essential to prevent disruptions.

Moreover, using humans and Pokémon to guard Breeding House branches and Pokémon Centers was too labor-intensive.

Replacing them with robots would free up human resources for other needs on the island. While the island's current population was small, future growth would necessitate more personnel, especially for the police force in Alliance City.

As for biological modification, it sounded daunting but was akin to Franky's mechanical modifications. Dak intended this for his warriors, providing prosthetic limbs capable of firing lasers if they were injured, allowing them to continue working.

After ensuring these weapons wouldn't be used for mass killings, Vegapunk agreed to proceed. He didn't want to abandon his research midway.

After securing Vegapunk's participation, Dak informed all core members of the Breeding House. He then visited the Seven Waters branch to collect recent earnings. Though not much time had passed, the accumulated money wasn't substantial, amounting to 8 million berries after conversion to Miracle Coins.

Dak realized this amount was insufficient to build a research lab for Vegapunk, so he decided to have Giratina move Vegapunk's entire research facility from the Pirate World to the southern suburbs of Alliance City, including all research materials and results.

"I'm quite clever," Dak thought, pleased. This solution not only solved the lab issue but also saved a lot of money.

With 8 million Miracle Coins, Dak spent 6 million to exchange for a Level 30, purple-qualified Chansey for Reiju as her partner.

He chose Chansey over Blissey because Chansey required a high level of intimacy to evolve into Blissey, serving as a test for Reiju. If she couldn't manage this, she might not be suited to head the medical department and oversee all Pokémon Centers.

The remaining 2 million Miracle Coins were used to exchange for a blue-qualified Porygon2 and Rotom to assist Vegapunk with understanding Pokémon. Porygon2, similar to Vegapunk, possessed high intelligence and brain capacity, potentially offering shared interests.

Seeing his Miracle Coin balance deplete again, Dak regretted not looting Mary Geoise. Although the money couldn't be converted to Miracle Coins, it could have been used for other purposes, like covering research material costs, which required berries, not Miracle Coins.

The Breeding House branches were already highly profitable, amassing 800 million berries in a short time—faster than many gray-market businesses.

But Dak's expenses were extensive. Establishing branches in the Four Seas and Sabaody Archipelago was crucial to increasing revenue by four to five times.

Dak even worried that he might eventually drain all the money from the Pirate World.

"System, how can I open channels to other worlds?" Dak couldn't help but ask.

[Complete the main series of tasks to get the answer.]

"Main series tasks... Now it's at 'Lesson Eight.' Who knows when it'll be done," Dak thought, realizing he wouldn't be accessing other worlds soon. He still had plenty to sort out in this one.

In the following week, Dak frequently visited Tesoro. Having delegated branch operations to Tesoro, who claimed to have started contacting locations for branch setups the day after joining, Dak looked forward to their establishment and subsequent openings.

By the end of the week, the Pirate World calendar marked December 28, 1511, with just three days until the new year.

The latest issue of the news agency's newspaper was already being distributed across the seas, set to reveal the Pokémon Alliance's actions at Mary Geoise to the world!

At the central area of Island 15 in the Sabaody Archipelago, a new empty shop stands. This will be the location of the new branch of the Breeding House.

Islands 1-29 in the Sabaody Archipelago are gray zones, known for human trafficking and auctions.

Dak decided to open the branch here for two reasons. First, it's convenient for Sceptile to visit Rayleigh on Island 13. Second, it will facilitate the cleansing of these lawless areas in the future.

The presence of these gray zones poses a threat to visitors of the Sabaody Archipelago. If future customers suffer losses or face trouble due to these ruffians, it's something Dak wants to prevent.

Therefore, he plans to expel or even eliminate these bad elements.

Currently, the area is bustling with activity. Although the branch has not yet opened, the signboard of the Breeding House has already been put up, attracting many onlookers.

At this moment, people clutch newspapers, their eyes wide with shock as they look at the closed shop, retreating as if they had seen a monstrous beast.

"Pokémon managed to tear the Red Line apart?!"

"How dare they take on the World Government and the Celestial Dragons?!"

"Is that the main point? The main point is they actually defeated the World Government and the Celestial Dragons!"

"Shhh, do you want to die?"

"Keep your voice down. The World Government still exists; it's just that most of the Celestial Dragons are dead."

"That Big News Bird guy sure has guts to report this. Looks like the news agency has a good relationship with the Pokémon Alliance."

"What does the Navy have to say? I heard they only arrived at Mary Geoise after it was destroyed."

The crowd buzzes with discussions; the newspaper content is explosive.

Statement from the Alliance Leader: "If you are prepared to be hunted and killed in the new era, then continue to do as you please on the seas."

"Wow, this is quite something. Looks like a new overlord has emerged in the world. I wonder if Roger saw this coming."

In the crowd, a tall, middle-aged man stares intently at the newspaper in his hand. It's clear he once had a head of bright blonde hair, now half white.

"Even the World Nobles couldn't predict their own downfall, let alone Roger. The emergence of the Pokémon Alliance is bound to be a significant chapter in history, marking the end of the World Government's 800-year reign."

Beside him stands a tall woman with sunglasses, holding bags of groceries. It appears she was out shopping.

"Hard to say if it's good or bad…"

The man sighs, seemingly worried about the world's future. To those unaware, he might seem like a retired Navy officer. No one would suspect this casually dressed coating craftsman and drunkard to be the former first mate of the Pirate King's ship, the Dark King, Rayleigh.

"Why should a retired old guy worry about this? Judging by the Alliance Leader's declaration, most people see the Pokémon Alliance as very just. Even pirates can't deny that."

The former Queen of Amazon Lily and captain of the Kuja Pirates, Shakky, glanced at the nearby slave traders with grim expressions.

With most Celestial Dragons dead, these traders had lost their biggest clients. The remaining nobles might hide in fear due to the recent actions of the Pokémon Alliance.

Most nobles in the pirate world share a common trait: cowardice.

Dak's words will not only instill fear in all the bad guys but also force nobles and ambitious individuals to disguise themselves as allies of justice.

"True. I'll just see how the world changes with my own eyes."

...

Deep within the New World: Moby Dick

"Hey, Pops, Dak is driving all remaining pirates into the New World, right?"

Vista, sitting on a barrel and holding a rose in his mouth, drew his conclusion after reading the newspaper.

"Perhaps. After all, that guy always stands on the side of 'ordinary people.'"

Newgate can no longer be called Whitebeard, as half of his signature mustache is gone.

The story began with Slugma. That day, Marco took Slugma for a flying experience, but subordinates of the Beasts Pirates mistook Marco for a Pokémon and tried to capture him.

To avoid hurting Slugma, Marco threw it to the Moby Dick, but the crew failed to catch it. Slugma's semi-liquid form burned half of Newgate's mustache.

Newgate was furious, beat Marco severely, then comforted the guilty and remorseful Slugma. It wasn't Slugma's fault; it was just a baby!

"Breaking the Red Line and creating a passage to the New World, then driving all pirates there to fight over limited territory and resources, maybe even using us big pirate crews to clear out the small fry?"

Jozu, a big guy, was observing Aron's sheen under the sun. According to the Pokédex, the darker Aron's armor, the closer it is to evolving into Lairon. Jozu eagerly anticipated Aron's evolution, so he monitored its sheen daily.

However, Jozu might be overthinking. The Red Line's break was an unexpected outcome for Dak. He hadn't planned to trap pirates in the New World—it was pure coincidence.

"Likely. The Four Seas and the Paradise are filled with Marines, and now there are Breeding House branches. Coupled with the Alliance Leader's declaration, it's clear he wants to cleanse those who do bad things. They naturally wouldn't dare stay."

Izo, with a Fletchling perched on his shoulder, fed it a Pokéblock made by Thatch. Though Fletchling initially refused, Izo's patience won it over, making it accept reluctantly.

This once-proud Fletchling had grown fond of Izo's patient care.

"The Pirate Paradise will become Pirate Hell. Dak sure is ruthless—one statement sent a bunch of people scurrying, though there might be a few who stubbornly remain."

...

White Soil Island, Baltigo

"Chief, according to reports, the World Government is massing its forces, abandoning many smaller kingdoms and islands."

The comms officer, sitting in a secret room and operating a computer, excitedly reported to Dragon.

"Yes. I didn't expect the Pokémon Alliance to have such power," Dragon nodded calmly, having already been shocked and now in a sage state.

Two or three days earlier, he had learned the truth about Mary Geoise from escaped slaves. He even tried to recruit them, but they refused, having already decided to serve the Pokémon Alliance if they had no home or family left.

Though Dragon found it a pity, it wasn't too bad. The end of the World Government and the Celestial Dragons' rule led him to consider one question: what would happen to the Revolutionary Army when they were all gone?

But this question didn't trouble him for long. While nobles and social classes still existed, the Revolutionary Army would continue to encourage the oppressed to use Pokémon to fight back against inequality. They still had a purpose.

However, the need for such a large force would decrease, reducing Dragon's desire to recruit new members.

"Chief, according to Ivankov, he hasn't found Kuma. He didn't return to the kingdom but took his daughter somewhere unknown."

The comms officer relayed more news.

"Is that so… I understand," Dragon's eyes flickered. He had an idea where Kuma might go. There was only one place likely to have the technology to cure the Blue Scale Disease now: the Pokémon Alliance.

Kuma would go there to heal Bonney.

Dragon decided to visit once Karasu's egg hatched, aiming to procure more Pokémon eggs and negotiate for Bonney's treatment, no matter the cost. As a comrade, he had to support Kuma fully.

"Any other news?" Dragon asked.

"The World Government is about to convene a World Conference."

"Do you know why?"

"Because of the withdrawal of their forces and the decimation of the Celestial Dragons, dozens of member countries want to exit the World Government."
