The newcomers, all personally selected by Hu Guangjian, were skilled in their field. Liang Honggang from Qidong Sub-bureau had also been transferred to the city bureau; although he wasn't appointed as deputy director, he'd become the head of the Public Security Brigade, clearly at the suggestion of Xu Dayuan.
