Using the paper bomb, she created smoke to obscure the vision of Jiraiya and then with the second kunai controlled with the string, she forced him to dodge backwards and approach the smoke.
If the second kunai had not been dodged by Jiraiya, she would have naturally won but it was also within her expectations that Jiraiya might dodge, knowing the sun above could reveal the hard to see string.
All this foresight made it possible for her to lure Jiraiya and finally catch him with her shadow possession jutsu.
