On reading the abilities of the master seal, Blake understood why there was a bidding war between Oliver and Xavier.

"If Oliver had gotten his hands on the Master seal, he would have dominated the southern wall and prevented the wall's barrier from being breached." Blake said as he recounted the feats of Oliver during the beast tide.

"Too bad I can't use it." Blake shook his head as he placed the artifact back into his dimensional space.

Apart from not meeting any of the requirements to be a beast tamer, using the master seal in the presence of others would incriminate him.
