We don't need any world gov to enter the "Bright New" World of Orwell's predictions. We just do it state by state.
Then, we do need some world gov to bring some peace and even some Law to the world.

Are Human Rights and Morality Manmade?
It isn't that simple, you know.
There are some real and minimal human rights and morality emergent from our social needs. It goes like "...or it would likely turn out bad for everyone involved".
Simple examples.
Inalienable rights of persons and groups. You just don't have any efficient way to take them away without facing grave consequences. The society is wise to recognize 'em formally.
You are wise to recognize the rights of the criminals. It should be better to 'em to go to court of law and risk the jail than to kill all the witnesses and take the last stand in the end.
Don't you notice, that it isn't something god given, that it depends on the tools (not just weapons) available to gov, cops and other gangs?
---
You build better kinds of society when you do recognize our rights for the physical and intellectual property. And that's it! Don't extend these rights beyond any reasonable practicality.
---
There are rights that may farther balance the needs of society and it's members. Without 'em, we'd build the society we won't want to belong to.
Remember all these suicide bans in monotheism? Well, when you don't see your way out of monotheist society... you'd rather prefer to exit by any means available. Hence - suicide.

OK, He cheats. He is entitled to cheating by this RPG rules. The moderator rights, you know.
In fact, He is supposed to ban you when you aren't too pleased with his cheating too...
