บท 1: Mud Release
Shinya looked over the streets of Konoha from atop the building, watching the crowd of people hustling and bustling as many tried to reach their location of interest.
It was an unusual sight for Shinya, despite the many years he had spent in the village. That's because Shinya wasn't from Konoha, but from another world.
After an accident that led to his death, Shinya found himself in the body of an young orphan, who lived in an orphanage in the outskirts of Konoha. The same orphanage that use to house Kabuto Yakushi, the disciple of Orochimaru and a later villain in the world of Naruto.
Thankfully, Shinya's current body was the same age as Naruto, and Danzo lost interest in the orphanage after the death of Nono and the supposed death of Kabuto.
Shinya grew up in the orphanage and was tested to have the aptitude of a shinobi, even though it was quite mediocre. Despite his meta knowledge, he couldn't really take his use of chakra to the next level without instruction. Chakra was a pain to learn without someone knowledgeable guiding you, so at most, Shinya's use of Chakra was at the level of Clan children. His Taijutsu was average, while his skill in ninjutsu and genjutsu were practically non existent.
Soon he would be go to the academy to become cannon fodder for the sake of the village, with no redeeming qualities what so ever.
However, Shinya had one advantage that he had over everyone else. What is it you may ask?
It was a system.
The Template system was the system that was granted to Shinya after his successful transmigration, and had the ability to grant the knowledge and abilities of a chosen character.
This was a very powerful system, one that could bring Shinya to the pinnacle of the Shinobi world, but it also had a few disadvantages.
First was that the character had to be from Naruto, so no choosing someone like White Beard or Saitama.
Second was that he was unable to copy anyone related to the Otsutsuki clan, such as a person with a Byakugan, Sharingan or a Rinnegan. This already put a wrench in Shinya's plan to supremacy.
Not only that, but he also couldn't use a junchuriki because he didn't have access to the tailed beast, though he could use their abilities without the tailed beast powers inclusion.
The other restrictions wasn't actually from the system itself, but from his location.
Konohagakure and Danzo.
Since he lived in Konoha, it would be weird if started using jutsu's from other villages or used a technique that was recognizable. This stopped him from picking strong characters from other villages such as the Raikage.
Danzo himself was a problem. If Shinya pretended to be weak or normal and later suddenly exploded with strength, it would lead to Danzo getting suspicious of him. Meanwhile, if he let himself have the reputation of a genius, an orphan with no background like him was a perfect target for Root.
Thus, in a stoke of genius, when he had to choose the first person for his template, he chose someone that very few people knew about.
Ameyuki, the only known user of Mud Release.

The reason he chose Ameyuki was because of the Mud release kekkei genkai. The natures used to form Mud release were the same as the ones that made Wood release, so no one would find it odd if Shinya awakened Mud release. Not to mention that not many people know about Mud release, to the point that people thought it was a hoax.
This allowed Shinya to gain the attention of the Hokage and gain his investment, without necessarily showing of his skills. After all, his kekkei genkai could lead to the emergence of a new clan in Konoha.
This also allowed him to dodge Danzo, as he wouldn't want to arouse the Hokage's attention and also because Shinya's Mud release was far too recognizable for him to join Root.
Mud release was also very powerful, being able to bury villages and allowing Ameyuki to go against Hidan and Kakuzu.
His original plan was to actually choose Ranmaru, who has a unique Dojutsu that allows him to see through walls, cast irresistible genjustsu, and counter other Dojutsu's. This would allow him to keep the Byakugan and the Sharingan in check if they were used against him in the future.
Unfortunately, the signs of using it were to obvious, not to mention that Danzo had the habit of stealing eyes that were unique.
