Liam's men could not decide. They weighed things among themselves. They were uncertain whether their boss had prepared to fight against the U Continent Mafia Association when they haven't secured more territories yet.

So it means they were doomed, and their plans fail. Moreover, if it's true that someone ordered these people to check on them, that possibly be the Mafia Emperor. 

Avoid resistance, Liam's men choose to step back and open the door in the cafe. Upstairs, it upset Liam when his assistant rushed inside the room and made a stressed report.
